Abstract/Summary:
The focus of planning at the City of Windsor has been changing over the last few years. A specific and targeted approach to planning at the neighbourhood level is desired. The idea of a project developing a planning process at the neighbourhood level was aimed at realigning the boundaries of political wards, established communities, and local neighbourhoods. Planning research has identified the benefits of neighbourhood planning in addressing local issues more effectively than traditional, city-wide comprehensive planning. The purpose of this MDP is to identify the necessary conditions for success and to formulate recommendations for the development of a neighbourhood planning process. More specifically, (1) to determine what type of process is appropriate for neighbourhood planning in the City of Windsor, (2) if the planning process is targeted at a neighbourhood level, how the planning process should change, and (3) how the development of a new neighbourhood-based planning process can be undertaken. Relevant planning literature and three case studies---Calgary's Area Structure & Area Redevelopment Plans, Vancouver's Community Vision Plans, and Windsor's Secondary and Community Improvement Plans---are reviewed and examined. Based on this research, six conditions are identified and ten recommendations are proposed for the development of a neighbourhood planning process in Windsor. The conditions and recommendations are guided by the synthesis of ideas generated from contemporary planning theory and approaches, neighbourhood planning research and relevant case studies.; Keywords.
