Under the major strategic background of countries around the world are seeking the approach of sustainable development and vigorously promoting energy conservation and environmental protection,as an important source of carbon and exhaust emissions.The electric power industry is regarded as the main responsibility into the scope of low carbon environmental protection,and the pressure of low-carbon economic development and Chinese energy saving and emission reduction policies will bring challenges to the development of electric power industry.However,the disordered investment and blind operation of renewable energy has brought a shock to the security of the regional electric power system.And research on electric power system optimization method is advanced to optimize theory innovation in the field of electric energy application,can make the power energy diversification,ordering,and reduce the dependence on traditional energy sources,and also for the construction of clean energy power and low carbon production to provide a scientific basis and orientation.At present,the power generation structure of Liaoning Province is still dominated by thermal power,with less than 20%of the electricity generated from clean energy.Due to the low utilization ratio of clean power,the environmental pollution in Liaoning Province has been serious in recent years,and the haze weather is more frequent,which poses a threat to the local environment and people's life.Therefore,it is of great theoretical and practical significance to develop research on regional power system planning and decision-making.Based on the analysis of the current status of all kinds of power generation in China,this paper takes Liaoning Province's electric power energy structure as the research object and sets up the objective function of power energy structure optimization with the goal of total power generation cost.First of all,data collection and data calculation are used to get the cost coefficients of all kinds of generation energy,including internal generation cost,carbon emission cost,exhaust emission cost,land opportunity cost and reliability loss cost.Secondly,the total electricity demand,installed capacity and the total investment in various types of energy generation as a constraint.In the investment constraint,the gray model is used to predict the investment of power industry in Liaoning Province from 2016 to 2020.Then,taking the lowest cost of power generation as the objective function and combining with the cost coefficient of power generation and the above constraints,the optimal model of power energy system is established,and from three kinds of situations which their own costs of every power generation,environmental perspective and the national economy perspective of investment constraints,respectively.Then,using the method of differential evolution,genetic algorithm and particle swarm algorithm to analyze thermal power,hydropower,nuclear power,wind power,solar power generation cost calculation on three kinds of situations.And optimize the power energy structure,calculate the optimal percentage of new power generation capacity and the lowest total cost of power generation of the five kinds of electric energy from 2016 to 2020.The results of the optimization model show that combined with the principle of safety,low carbon-principle,operational principle and economic principle,the result of total cost is optimal which by using the differential evolution algorithm in the thirgeneration d situation from the national economy perspective,and most conforms to the actual energy environment in Liaoning Province.In the long run,Liaoning Province can rapidly develop renewable energy power generation projects combined with its own energy situation,in order to reduce the total cost of electricity generation,reduce emissions of carbon dioxide,exhaust gas and dust,and protect the air environment.Finally,according to the energy environment and power generation industry of China and Liaoning Province,the suggestions for the planning and decision-making of low carbon electric energy system in Liaoning Province are put forward.
