Resisting the Continental Pull: A Comparative Study of Canadian Diversification Attempts, 1972--2005

Abstract/Summary:
The effects of trade policy have and will continue to impact all aspects of the Canadian state. Although the Canada-US trade relationship is a priority for the Canadian government, there has been a parallel focus on increasing access to other export markets. The main goal of the thesis, therefore, is to identify and investigate factors that have limited Canada's ability to diversify its export markets, despite repeated attempts to formulate policies with that goal in mind. Through the analysis of export data and two case studies representing diversification attempts (the Third Option strategy and Team Canada trade missions), it is possible to conclude that overall, the engagement attempts were unsuccessful. The factors contributing to this outcome include the role played by Canadian business, difficulties with the target countries in either case, and the Canadian government's overall strategies and follow-up procedures.
