Analysis Of Social Forces' Participation In Juvenile Delinquents' Community Correction From The Perspective Of Social Governance

As a new concept of penalty execution,community correction has attracted much attention since it was launched in China in 2003.Community correction is in line with the mainstream trend of the world penalty reform.It is an effective way to improve the quality of the juvenile delinquents and help the minor offenders to integrate into the society.At present,the society of our country is in a period of violent change,and the juvenile delinquency presents a series of new features.The diversification of the causes of the crime,the multi-layer and the unique physiological and psychological characteristics of the juvenile offenders all require that we must take the human-oriented and scientific means of education and correction.Although some achievements have been made in the work of community correction for juvenile offenders in China,there are still many shortcomings that need to be improved.In order to alleviate the pressure of government enforcement,it is inevitable to mobilize social forces to participate in community corrections for juvenile offenders.As a preliminary study,this paper,guided by the theory of social governance,has made a preliminary discussion on the issue of "social forces participating in the community correction of juvenile offenders".The basic structure of the full text is as follows:In the first part,the background of the thesis is explained,and the literature review of the social governance theory and social forces to participate in the community correction of the juvenile offenders is provided,which provides the basis for the later discussion.The second part,from the characteristics of community correction,the implementation system of community correction for juvenile offenders,innovation of social governance,and the improvement of social recognition,the necessity of social forces to participate in the community correction of juvenile offenders is discussed.The third part,introduces the organization,main projects and social forces of community corrections for juvenile offenders abroad.The fourth part,introduces the mainstream mode of community correction for juvenile delinquents in China and the practice of community correction for juvenile delinquents in A city T,and points out the difficulties and shortcomings.The fifth part,guided by the theory of social governance and inspired by foreign practices,puts forward some countermeasures and suggestions for the existing problems.
