The purpose of this thesis is to propose and implement a more creative work environment in the Panama Canal Authority's Purchasing & Contract Branch. The objective is to introduce improvements to help expedite the preparation of solicitation packages, evaluation of proposals, awards and acceptance of goods and services. The end result is that procurements will be made in the shortest time possible, requiring fewer interactions of personnel during the procurement process and maximizing utility. This can be achieved by developing more stringent standard office procedures and mapping out procedures that need to be followed, as well as eliminating those that are unnecessary. This will help improve employee performance and also increase the staff's ability to handle a larger workload, as employees perform effectively and efficiently when their goals and expectations are clearly defined.;To meet changes in the procurement area, it may be necessary to do some bench marking, prepare a flow diagram of present work and another of proposed changes, develop a survey to identify bottleneck areas and modify and improve estimated procurement time. Most of the procurement operations lack top management attention and understanding. This situation must change if the organization is to obtain the benefit and opportunities, which the future offers. Therefore, the establishment of objectives and orderly planning are essential to the success of the procurement system. Even when managers consider that they have the best laid plans and organization, continuous updating and changes may be necessary. Good organization helps prevent conflicts and delays, makes assignments understandable, and defines authority and relationships.
