Abstract/Summary:
The business process for the traditional project delivery systems of design, bid, build (DBB), and the newer at-risk approach of engineer, procure, construct (EPC), has construction phase services that must be optimized and managed effectively. Modern quality field/discipline tools and techniques for construction management were seen as a possible solution to improving team performance in the delivery of construction phase services.;The purpose of this paper was to examine the available tools and techniques within the quality field/discipline of the engineering, architectural, construction, and world-class corporation communities. Another purpose was to evaluate and select tools and techniques for data collection, data evaluation, and work improvement implementation that would lead to a system that was more quality-focused. This was accomplished by implementing a quality-affecting program based upon the information attained from academic research and by a customer-centered data collection process.;The thesis of this paper is that any autonomous department or team may improve both customer satisfaction and worker morale by implementing a quality method. The archetype developed from this research for this quality method is called the group-level reengineering process.;The group-level reengineering process was implemented, and results to date indicate higher levels of satisfaction from both internal and external customers, and also from the members of the selected research group implementing the quality method.
