Abstract/Summary:
This thesis focuses on--What are public private partnerships, and what elements of public private partnership lead to "success?" In order to address these questions some preliminary issues are discussed: What constitutes a downtown, why should it be revitalized, and what constitutes "success?".;The objective of partnerships is usually economic development of downtown and benefits are seen to accrue primarily to the investors of the projects, making available a wider array of office or retail space to service and consumer-oriented businesses, but their social benefits may be questionable. The initiation of partnerships usually depends on who stands to benefit from it. The most common form of a partnership involves the local government, the private entity, and a quasi-public agency. The public sector's responsibilities are limited to the early stages; initial approvals, land acquirement, and such, while the private sector is seen to play an important role in the implementation stage.
