In St. Lawrence County, the New York Power Authority (NYPA) is planning to sell 5,000+ acres of "surplus" land, with the intention of increasing local tax revenues and promoting economic development. The available acreage includes mainland areas and islands in the towns of Lisbon, Waddington, Louisville, and Massena.;A NYPA-assisted task force recommends several uses for this land, including the formation of a publicly-accessible 'greenline' park that would allow limited private development while enhancing coastal resources. Concern is placed on preserving scenic quality and natural habitats properly balanced by promotion of recreational growth.;Concepts for the 'greenline' park recommendation are presented, utilizing environmental interpretation as the primary element. Like the National Parks system, this project intends to suggest educational experiences for increasing the public's awareness and understanding of the area's history, culture, ecology, and scenery as a way of ensuring greater appreciation and concern for the environment as a whole.
