As the "pilot demonstration area" and "experimental field" of China's economic reform,the National High-tech Zone not only promotes the rapid growth of China's economy but also explores a new path toward high-quality development.Therefore,under the background of the new normal,how to realize innovation-driven high-quality development and promote total factor productivity improvement through the establishment of National High-tech Zones.It has become the focus of current scholars' attention.With the Western Development and the "One Belt And One Road" initiative,the development potential of Shaanxi Province has been gradually released.However,in recent years,the economic development of Shaanxi Province is restricted by the rising price of factors and environmental deterioration,and the economic dividend brought by resource input and cheap labor force is gradually reduced.However,mode of economic growth driven by knowledge and innovation has not fully played its role,so Shaanxi Province is still in the crucial period of transforming the economic growth momentum.Therefore,promoting Shaanxi Province fundamental shifts in the mode of economic growth and improving total factor productivity relying on National High-tech Zone will be the key to Shaanxi Province's sustained economic growth.In this context,this paper will explore the effect of Shaanxi National High-tech Zone on regional total factor productivity.Based on the current literature,this paper first analyzes the developing situation of Shaanxi National High-tech Zone and total factor productivity,and then analyzes the influence of Shaanxi National High-tech Zone on total factor productivity in theory.Finally,based on the panel data of ten cities in Shaanxi Province from 1990 to 2018,using the Differences-in-Differences method test the effect of the establishment of National High-tech Zone on total factor productivity and its regional variation in Shaanxi Province.The results show that:(1)Shannxi Province's TFP showed an upward trend in 1990—2018.The annual average total factor productivity growth rate of Shannxi Province was 7.3%,the annual average growth rate of Shannxi Province's technical progress was 7.7%,and the annual average growth rate of Shannxi Province's technical efficiency was 0.1%.It shows that the improvement of total factor productivity in Shaanxi Province is mainly contributed by technological progress,and the contribution of technological efficiency is small.At the same time,there are obvious differences in total factor productivity between different cities of Shaanxi Province and northern Shaanxi,Central Shaanxi area and southern Shaanxi.(2)The National High-tech Zone can promote the improvement of total factor productivity and technological progress in Shaanxi Province significantly.But there is no significant impact on the improvement of technological efficiency in Shaanxi Province.The research results are still valid after the robustness test.(3)Difference analysis shows that the establishment of a National High-tech Zone has the largest marginal effect on total factor productivity in southern Shaanxi,followed by Central Shaanxi area and has no obvious effect on northern Shaanxi.This paper shows that the establishment of the National High-tech Zone can not only promote the technological progress and total factor productivity of Shaanxi Province but also narrow the development gap between southern Shaanxi and other regions.Based on this,the policy implications of this paper mainly lies in:promote development of Shaanxi National High-tech Zone deeply,promote the technological progress and technical efficiency of Shaanxi Province relying on the National High-tech Zone and promote the coordinated development of Shaanxi National High-tech Zone.
