This article based on the status of mapping career of our country and the development of international up-to-date mapping and surveying science and technology, explicates new market environment features as well as market competition features faced by mapping career under the global competition environment, analyzes the advantages and disadvantages in human resource management of surveying and mapping career, and explains the need of performing strategy study of human resource.After the brief introduction of the basic theory of human resource management, through the summary of the overall goal of Tianjin basic surveying and mapping career development strategy of Tianjin institute of surveying and mapping during"the eleventh five years"period, analyzes the status of human resource of Tianjin institute of surveying and mapping, elucidates the chance and problem of human resource management faced by Tianjin institute of surveying and mapping, predicts the need and supply of human resource of Tianjin institute of surveying and mapping in the following five years, further explains the importance of proceeding human resource strategy study in Tianjin institute of surveying and mapping.In the human resource strategy study by Tianjin institute of surveying and mapping, this article based on the summary of Tianjin institute of surveying and mapping career development strategy, the analysis of human resource status, and the prediction of human resource, applies the theories and methods of management, organization behavior, human resource management, and strategy management, establishes scientific procedure and method of personnel employment in terms of two forms of employment for graduate and inner employee. In the meanwhile, through the training of all the employees, proceeds largely the development of human resource, educates three different types of persons in technology, management, and manufacturing. Based on the definite position responsibility, establishes reasonable achievement and effect judging system and valid encouraging mechanism. Also, this article elucidates the relationship of culture construction and human resource management from the aspect of culture construction.Finally, this article draws some conclusion based on the strategy study of Tianjin institute of surveying and mapping human resource management, gets some foresight on the further strategy study of Tianjin institute of mapping and surveying human resource management, presents the need of further carrying out strategy study of human resource.
