The coordinated development of Beijing-Tianjin-Hebei is based on the overall coordinated development of the three places,with the starting point of easing Beijing's non-capital functions.Under the premise of the same regional goals and integrated policies and measures,the spatial structure and industrial layout optimization,public services and infrastructure Co-construction and sharing,co-governance and protection of the ecological environment,and promote the realization of a new pattern of coordinated development with complementary advantages and mutually beneficial winwin results in the Beijing-Tianjin-Hebei region.In the context of coordinated development,the Beijing-Tianjin-Hebei region must not only deepen cooperation in the economic field and jointly build the capital's economic circle,but also coordinate development in areas such as rational use of resources and environmental governance.The Beijing-Tianjin-Hebei region is located in the northern part of the North China Plain and in the center of the Bohai Rim.It is an important region in Northeast Asia and is another core economic growth pole in China in addition to the "Yangtze River Delta" and "Pearl River Delta" regions.In the process of rapid economic development in the Beijing-Tianjin-Hebei region,the resources and environment are facing severe tests.Correctly understanding the economic-resource-environment relationship in the Beijing-Tianjin-Hebei region and seeking the coordinated development of the economy,resources and environment between the Beijing-Tianjin-Hebei regions Important issues facing the Beijing-Tianjin-Hebei region.This article takes Beijing-Tianjin-Hebei as the research object,and quantitatively calculates regional GDP,direct material input,and direct waste emissions in the three areas of Beijing-Tianjin-Hebei from 2007 to 2017.The current economic-resourceenvironment status is introduced;the tapio elasticity analysis method is used to measure the decoupling relationship between economic development and resource consumption and waste emissions in the Beijing-Tianjin-Hebei region,and a cross-decoupling index is introduced to study the economy in the Beijing-Tianjin-Hebei region.-Resourceenvironment decoupling synergy;applying the fully decomposed IPAT model to decompose the rebound effect of resources and environmental pressures in the BeijingTianjin-Hebei region;by analyzing the effects of population effects,scale effects and intensity effects on resource and environmental pressures,find the impacts on resource and environmental pressures Key factors,and analyze the synergy of each effect and the effects of resource consumption and environmental pollution,explore the synergy between economic growth and resources and environment between Beijing,Tianjin and Hebei regions,for the coordination of economy and resources and environment between Beijing,Tianjin and Hebei regions Development provides a scientific basis.
