The intentionally matched development of new urbanization and resources and environment is an inevitable requirement for urbanization with Chinese characteristics.Under the background of the new era,it is a new type of urbanization and resource environment to promote a new type of urbanization centered on people while paying attention to the rational allocation of resources and environmental protection.The basic content of coordinated development.According to the unanimous conclusions drawn by existing researches,my country's new urbanization and the overall development of resources and environment gradually tend to be in a coordinated state.However,different regions are affected by factors such as the macroeconomic situation,regional industrial structure,resource and environmental endowments,and the problems of new urbanization and inadequate development of resources and environment are still prominent.Due to the particularity of the coordinated development of new urbanization and resources and environment in each region,the exploration of coordinated development paths must be adapted to local conditions.Therefore,this paper takes Shandong Province as the research object,and obtains the influencing factors that affect the coordinated development of new urbanization and resources and environment through empirical analysis,and then draws policy recommendations.First of all,according to the connotation of the concept of new urbanization and resources and environment described by many scholars,the new urbanization and resource and environment evaluation index system of Shandong Province was innovatively established,and the entropy method was used to evaluate the 16prefecture-level cities in Shandong Province from 2000 to 2018.The comprehensive development level of new urbanization and resources and environment was measured.Measurements show that from 2000 to 2018,the overall development of Shandong Province,the three major economic circles of Shandong Province,and the comprehensive development levels of new urbanization and resources and the environment of Shandong Province have shown a trend of slow fluctuations and rises.Specifically,the Jiaodong economic circle has the highest level of new urbanization and resource and environmental development,followed by the provincial capital economic circle,and the southern Shandong economic circle is relatively low,with significant differences between cities.At the same time,the coupling coordination degree model was used to calculate the coupling coordination degree of Shandong Province as a whole,the three major economic circles of Shandong Province,and the new urbanization and resource environment of Shandong Province from 2000 to 2018.The results show that from 2000 to 2018,the degree of coupling and coordination between the new urbanization and resources and the environment in Shandong Province as a whole,the three major economic circles of Shandong Province,and the prefecture-level cities in Shandong Province has increased year by year,but the degree of coupling coordination has been low.Secondly,taking the new urbanization and resource-environment coupling coordination degree of the three major economic circles in Shandong Province from2000 to 2018 as the research object,the Moran's I index is used to detect spatial correlation.The results show that during this period,the Moran's I index is all positive,and after a certain year,the Moran's I index is getting larger and larger,indicating that there is a positive spatial correlation between the new urbanization of Shandong Province and the degree of coupling and coordination between resources and the environment.This kind of correlation is getting stronger and stronger.Finally,through the use of four models of no fixed effect,space fixed effect,time fixed effect,and space-time fixed effect,the influencing factors of the new urbanization and resource-environment coupling coordination degree of Shandong Province as a whole and its three major economic circles are analyzed.It is concluded that the regression coefficient in the time-fixed effect model is more significant.Except for the explained variables representing the rationality of industrial structure and government capabilities,which have no effect on the coupling and coordination of new urbanization and resources and the environment,other factors(economic development strength,foreign economic The degree of openness,industrial efficiency,resource utilization efficiency,pollution control efforts,and marketization degree have all played a positive role in promoting.Based on the conclusions of the empirical analysis,this article further draws the following policy recommendations:promote high-quality economic development and improve the quality of foreign investment;focus on industrial innovation and accelerate the development of high-tech industries;strengthen market mechanisms and strengthen government macro-control;promote coordinated regional development,Promote the rational flow of various elements.
