Research On The Implementation Of Post-earthquake Reconstruction Policies In Shanxi Town,Wenzhou City

China attaches great importance to post-disaster reconstruction.Although the relevant theoretical research started late,but has developed rapidly.Especially after the Wenchuan Earthquake in 2008,theories related to post-disaster reconstruction in China have been further discussed and refined,and relevant systems have been constantly improved.More scholars began to emphasize the perspective of understanding the concept of post-disaster reconstruction,and to realize the transformation from "danger" to "opportunity" in post-disaster reconstruction.At the same time,more and more attention has been paid to the role of various social parties in post-disaster reconstruction.For the past few years,earthquakes had been felt in the junction area between Wencheng County and Taishun County in Wenzhou City.The earthquake disaster caused great losses to Wencheng County.Wencheng county government actively carried out earthquake relief work,and at the same time,comprehensively began post-disaster reconstruction work in the earthquake area.Shanxi Town was more severely affected,because its close proximity to the earthquake source.Shanxi is a key town to implement the post-earthquake reconstruction policy.Based on investigation in Shanxi town through field visits,this paper takes the implementation of the post-earthquake reconstruction policy in Shanxi Town as the main research object,apply Smith’s theory of policy implementation to analyze the problems appeared during the policy implementation process and provide constructive suggestions.This paper tries to provide feasible suggestions for Shanxi Town and other areas with similar policy implementation problems,and also a reference for subsequent studiesThe implementation of post-earthquake reconstruction policy Shanxi Town has achieved certain results,which has a significant promoting effect on the overall improvement of human settlement environment,poverty alleviation and relocation work,and regional economic and social development.However,there are still problems in four areas in policy implementation: firstly,policy formulation is imperfect;secondly,Policyimplementation is not in place;thirdly,the masses do not cooperate;fourthly,the environment for policy implementation is not ideal.The above problems are mainly caused by the following reasons in four areas:firstly,insufficient policy feasibility,mismatch between policy resources and policy requirements,insufficient research on the policy supervision;secondly,incomplete understanding of policies,information sharing mechanisms has not been established,and the transparency of the policy implementation process is not imcomplete;thirdly,“profit-seeking”behavior of the masses,diverse requirements of reconstruction households,and weak public’s awareness of participation;fourthly,incomplete supervisory mechanism,backward economic capability,relatively weak educational level,and social forces are not been fully mobilized.This paper suggests that the following countermeasures in four areas can be taken to optimize policy implementation: firstly,the democratization and scientificity of policy should be fully assessed and policy formulation should be combined with the actual situation;secondly,strengthen the policy executive ability and establish information exchanging and sharing system,complete policy implementation transparent mechanism;thirdly,attach importance to policy publicity work and establish a "blacklist" system;fourthly,establish and improve correlative system,take multiple measures to develop the regional economy,accelerate the construction of spiritual civilization,and actively mobilize social forces to participate.
