The modern Qingdao Observatory was built by the Germans in 1898.After the Japanese occupation in 1914,it was renamed the Qingdao Weather Observatory.Germany and Japan relied on the observatory to serve their own military and economic services.In 1922,the Qingdao Weather Observatory should have been recovered as a public property.China and Japan had difficult negotiations over the meteorological liaison report and the evacuation of Japanese personnel from Qingdao.Due to the Japanese delay tactics and the compromise of the Chinese government and the influence of the political situation,the case of recovery has not been resolved for more than ten years.The Japanese have always been entrenched in Qingdao for meteorological observation.In 1924,Jiang Bingran led Chinese staff to work at the observatory.The development of the observatory entered a new era.Due to the control of major fiscal revenue such as taxation in the hands of warlords,the observatory was in financial difficulties.Against the background of economic constraints,the director Jiang Bingran made the business progress of the observatory orderly through saving and raising funds.In addition to the normal operation of daily business,the problem of equipment repair and participation funds was also solved.In the 1930 s,the observatory’s institutional settings were gradually improved,and the staffing became more reasonable.On this basis,the operation of the observatory inherits the old and the new,showing a trend of comprehensive development.The urban timing and meteorological services are updated and complete on the basis of the old,and the establishment of marine scientific research has contributed a lot to the municipal government;participating in domestic and foreign academic conferences and building libraries has promoted academic development;through newspapers,broadcasts,speeches,opening observatories and aquariums to publicize scientific knowledge,cultivate observation talents,and expand social benefits.After more than ten years of development,Qingdao Observatory has become a large-scale and influential domestic scientific research institution integrating observation,prediction,statistics,research and service.
