Is a basic,public welfare geology survey projects by sharing fiscal investment,serve the society,achievements of geological work,different from commercial geology survey,basic,public welfare geology survey work is not in the service of certain individuals,not to profit as the main purpose,but to serve the national strategic resources and the needs of the development of social public welfare undertakings,basic,public welfare geology survey work for the social economic development and infrastructure construction provides a ready the basis of geological data and results of datum,infrastructure,ecological civilization,to guide geological prospecting and long-term planning and deployment is of great significance.Through the efforts of several generations,the industry norms of basic geological survey have been basically improved.However,time has also deposited some old working processes and methods,which are not updated in time and are difficult to be integrated with the current information and big data era.In today’s society rapid development in science and technology,and now the work method of geological survey projects,technical equipment,project operation mode and supporting funds and should keep pace with The Times,so the conduct and control of the geological survey projects to combine the country,the local government under the new form of urgent demand,on the theory of modern management to corresponding optimization of project operation and management,on the one hand can improve labor efficiency and realize the expected results,on the other hand can significantly shorten the project cycle,reduce the time needed for achievements,to better serve the society.Z Research Institute is a scientific research unit mainly engaged in basic and public welfare geological survey projects.It has completed a number of basic and public welfare geological survey projects,but faced with new social needs and situations,the original project management process has been unable to adapt.Based on Z institute as the research object,this paper adopts literature research,comparative study,case study,the methods of fuzzy clustering analysis,extract the common problems existing in the geological survey project implementation,using questionnaire and interview survey based on theory of project management,generalizes the project implementation,find the problems existing in the project management mainly includes:(1)the implementation progress lag issues;(2)the problem of unscientific resource management;(3)Outdated problem of working process;(4)The project quality management system is not perfect.According to the problems put forward the optimization method of geological survey projects,to regional geological survey and mineral geology survey two types of project as an example,design the corresponding optimization scheme respectively,and formulate the corresponding implementation plan and the safeguard measures,main optimization includes:(1)the process optimization,process reengineering theory as the instruction,reconstructed the project process,improving the efficiency of the project operation;(2)Quality management optimization,by integrating quality management theory into the whole process of project implementation,to solve the shortcomings of the original quality management mode;(3)Optimization of resource management.Through the optimization of team building and team management,problems such as decentralized project operation and poor communication were solved;(4)Optimize the cost management.The value chain theory is adopted to analyze the cost structure of each node of the project,reduce or integrate the work links with low value,and improve the project benefit.
