Evaluation Of Drought Relief Planning Implementation In Huayin City Shanxi Province

The proposal of "rural revitalization strategy" has pointed out the direction for China’s rural development,that the modernization of agricultural industry is the key to rural revitalization.Drought disaster has become the bottleneck factor of rural revitalization in China,especially in arid and semi-arid areas because of the high dependence of agriculture on natural precipitation.As an important basis for guiding drought resistance in local areal,the Scientific compilation and effective implementation of drought-resistant planning are particularly important.At present,the revision work of national drought relief planning is going to start,so it will have great significance to evaluate the implementation of the last round of drought relief planning.And as the direct beneficiary of drought relief planning,the public has the right to give their own opinions on the implementation of drought-resistant planning.In this paper,by integrating the implementation evaluation work of urban planning with drought relief planning,the evaluation model of drought relief planning implementation has been constructed.The comprehensive evaluation of drought relief planning implementation that carried out from the perspective of urban planning,which provides new ideas for the evaluation research of drought-resistant planning implementation in the future.First of all,through the review of drought relief planning implementation research at home and abroad,it is clear that there is a deficiency in the evaluation research of drought-resistant planning implementation in China,that is,no scholars have conducted quantitative comprehensive evaluation research on the implementation of drought-resistant planning.because drought relief planning is a special plan for disaster prevention and mitigation under the urban planning system,drought relief planning has commonality with urban planning.As the fact of evaluation research of urban planning implementation in China is very mature,it can provides ideas for implementation evaluation of drought relief planning through the research on the theory and method of implementation evaluation of urban planning.Secondly,determine the main content of the implementation evaluation of drought-resistant planning,select the appropriate method to build the evaluation model,build the index system required for evaluation according to the evaluation model,and calculate the index weight and determine the index quantification method.Finally,the evaluation model is applied in practice,Comprehensive evaluation and analysis were made on the implementation of drought relief planning in huayin city Shaanxi Province.and the planning implementation level is determined too.Then,the problems in the planning implementation process can be identified through the analysis of evaluation results,so that we can give the reasonable suggestions and measures.
