The Study Of The Management Of Earthquake Proof After The Decentralization Reform In Inner Mongolia

In the process of the decentralization reform in 2015,the management of earthquake proof has undergone great changes in Inner Mongolia.On the one hand,the work of seismic safety evaluation is more standardized,the efficiency of construction project approval has been further improved,and the investment cost of enterprises has also been correspondingly reduced.On the other hand,the pre-approval of earthquake proof is cancelled,the supervision mode has naturally shifted to supervision during and after the event,and the change of supervision mode has brought new problems and new challenges to the management of earthquake proof.Coupled with the institutional reform in 2018,major changes have taken place in the municipal and county-level earthquake proof management system,resulting in insufficient performance of duties in the implementation and supervision of the basic-level earthquake proof requirements,which has aggravated the severity of problems in the field of earthquake proof.How to solve these problems,how to rebuild the earthquake proof supervision mechanism,and how to clarify the responsibilities of various government departments are common problems that we face.This paper studies the cross-agency coordination coordination issues of the management of earthquake proof in Inner Mongolia,focusing on how to straighten out the management system of the three-level the management of earthquake proof departments,and rebuild the earthquake proof supervision mechanism.It is based on raising questions and analyzing problems.Analyze the reasons and ideas for solving the problem,establish a research framework,and try to propose countermeasures and suggestions for solving practical problems through cross-departmental collaboration.The article first explains the problems in the management of earthquake proof in Inner Mongolia,and points out the unintended consequences of management problems.Through analysis,it is concluded that the horizontal and vertical division of responsibilities are not clear,and the coordination mechanism is root cause.Finally,it draws on the management experience of other provinces,and provides solutions from several aspects such as cross-departmental collaborative structural arrangements,laws and regulations,standard coordination,and mechanism operation.
