Research On Problems And Countermeasures Of Earthquake Disaster Rescue Emergency Management Coordination Mechanism

Earthquake disasters are among the most destructive of natural disasters.Some parts of China are located in relatively active seismic zones.In recent years,the ever-present earthquake disasters have damaged the daily lives of local people and damaged transportation facilities,which has brought serious impacts on these areas.Emergency management coordination not only shoulders the task of evacuation and transportation system support in earthquake rescue,but also plays a coordinating role in the process of earthquake relief materials distribution.Therefore,the emergency management coordination system,also known as the lifeline in earthquake disaster relief,plays a key role in earthquake disaster relief,which can effectively improve the efficiency of earthquake disaster rescue.Along with the acceleration of China’s urbanization process,the expansion of urban scale and the increase of urban population,earthquakes often bring more serious personal injury and secondary disasters.More than 80% of the deaths of various types of deaths in China each year are caused by imperfect coordination of emergency management.Therefore,researching and improving the emergency management coordination in earthquake disaster relief is one of the most effective ways to reduce the losses caused by disasters.However,the current academic research on emergency management coordination in earthquake disaster relief is not systematic enough,and a relatively sound research system has not been formed.Therefore,how to improve the level of emergency management coordination in earthquake disaster relief and make the emergency management coordination work smoothly is the key issue to be studied in this paper.This paper analyzes the situation of emergency management coordination of earthquake disaster relief in China in recent years,and applies relevant theories and analyzes specific cases,in order to locate the fundamental reasons for the problems arising from disaster rescue emergency management coordination in systematical and mechanical manners.Firstly,the paper analyzes the application of emergency management coordination mechanism in earthquake disaster relief,focusing on the three aspects of earthquake rescue management body response mechanism,rescue personnel and material allocation mechanism,and rescue process management coordination mechanism.Through the above analysis,it is an earthquake.The coordination of disaster relief emergency management has laid a theoretical foundation.Then,from the "5.12" Wenchuan Earthquake,the "4.14" Yushu earthquake,and the "4.20" Lushan earthquake,the paper analyzed that from 2008 to 2014,China’s earthquake rescue coordination has made great progress.At the same time,it also pointed out the shortcomings in these earthquake rescue processes: the command system can be further improved,the traffic management dispatching needs to be more effective,the site management needs to be more standardized,and the social participation mechanism still needs to be more reasonable.Finally,the paper puts forward some suggestions for improving the emergency management coordination mechanism for earthquake disaster relief: innovation,major disasters,response to legal system construction,improvement of cooperation mechanisms for rescue participants,improvement of social assistance force participation mechanism,and improvement of emergency management coordination information release mechanism.
