With the increase of population and the high-density development of modern metropolises,the impact and damage caused by earthquake disasters on the country's political,economic,cultural,ecological,and social aspects have become increasingly serious,causing people's lives and health and property safety to varying degrees.Bringing irreversible trauma to people's harmonious society and happy life,therefore,strengthening the exploration of earthquake disaster management is an important issue that affects people's livelihood.Looking back at the earthquake disasters in history,although the government holds authoritative public power and public resources,due to the institutional arrangements of the government's system management and the diverse needs of disaster management,the government still cannot take all into account in the process of earthquake disaster management.To this end,we should vigorously promote the diversified subjects such as non-governmental organizations,enterprises and citizens to become an important component in the management of earthquake disasters.This paper attempts to apply the theory of collaborative governance to the management of earthquake disasters,to seek the cooperation between the government and the multi-subject forces outside the government,and to explore the balance between the multi-subjects,which is of great significance for improving the effect of earthquake disaster management.This article takes the coordinated governance of multiple subjects in the earthquake as the starting point.Firstly,the related concepts,theoretical basis and multi-subjects of multi-subjects coordinated governance in earthquake disaster are basically explained.At the same time,the necessity of multi-subjects cooperative participation in the earthquake is analyzed.Secondly,the Ludian earthquake practice is taken as an example.Under the leadership of the government,the good performance of non-governmental organizations,enterprises and citizens in the Ludian earthquake,and pointed out that due to the late start of multi-party participation in disaster management,the multi-subject model under government guidance still has many shortcomings in practice Office.Then,by referring to Japan 's earthquake disaster management practices and combining China 's basic national conditions,this paper analyzes the multi-subject governance experience under the leadership of the Japanese government,and summarizes the earthquake disaster management experience suitable for China 's multi-subject coordination.Finally,based on the theory of collaborative governance and the problems existing in the Ludian earthquake,an optimal path for multi-subjects coordinated governance in earthquake disasters in China was proposed,mainly from the institutional environment,organizational system,information coordination mechanism,resource guarantee,and enhanced multi-subjects' participation ability.The supervision and restraint mechanism stimulates the enthusiasm and initiative of multi-subjects to participate in the coordinated management of earthquake disasters,aggregates the power of multi-subjects,and improves the participation efficiency and effectiveness of multi-subjects as a whole.
