Research On Optimization Of Earthquake Emergency Management System In Lanzhou Based On Collaborative Governance Theory

China is one of the countries with the strongest earthquake activity and the most serious earthquake disaster in the world,earthquake emergency work is related to the vital interests of the people and national stability.Our government has always attached great importance to earthquake emergency management.However,earthquake emergency management has certain complexity.Under the background of great emergency,the previous government-led management model has been unable to adapt to the current form.Earthquake emergency management can only take the road of cooperative governance,attach importance to the existence of industry associations,companies,news media and the public,form the government-led,the social from all walks of life force as the backing of multiple participation situation.In this context,my paper cooperative governance theory,trying to build the collaborative work of Lanzhou City earthquake emergency management mechanism of collaborative governance analysis frame.I sort out the status quo of multiple subjects participating in Lanzhou City earthquake emergency management system,and provide feasible suggestions for improvement.Based on the analysis of collaborative management theory,this study improves the previously suggested collaborative management mode and establishes the analysis framework of Lanzhou earthquake emergency management.Secondly,the current situation of the participation of multiple subjects in the collaborative governance of earthquake emergency management in Lanzhou City is sorted out.To analyze the problems and causes of participation in the process of shared governance from the perspectives of "external environment","motivation for participation" and "synergy engine" in the theoretical framework.In turn,three suggestions are made to improve the collaborative governance system of the earthquake emergency management system in Lanzhou City.First,at the level of external environment,we should improve and perfect the laws,regulations and mechanisms of coordinated governance of earthquake emergency management;Second,at the level of participation motivation,we should support the development of the association,give more effective play to the role of the media and enhance the public's awareness of self-help and mutual help;Third,at the level of collaborative engine,we should ensure effective participation,enhance collaborative awareness,strengthen publicity,unblock communication channels and optimize information sharing mechanism.It is hoped that the study of this paper will provide new ideas for earthquake emergency management in Lanzhou City and further earthquake emergency management effectiveness.
