With the development of economy and society, the contradiction between man and land has become prominent, threatening the quantity, quality, and ecology of cultivated land resources. Therefore, the situation of cultivated land protection is still severe.Understanding and mastering the security status of cultivated land resources is a hot topic of academic concern. In order to identify the characteristics of the dynamic changes of cultivated land resource security and its obstacles, and promote the sustainable use of cultivated land resources in the region, this paper is based on the statistical data of Hubei Province from 2010 to 2019,taking 13 prefecture-level cities in Hubei Province as the research object. From the perspectives of quantity security, quality security, and ecological security, the entropy method, comprehensive index method and spatial analysis method are used to systematically explore the temporal and spatial characteristics of cultivated land resource security in Hubei Province, and the obstacle degree model is used to diagnose the obstacle factors that affect cultivated land resource security. And based on the research results, relevant policy recommendations are put forward. The study concluded:(1)In terms of time, the security of cultivated land resources in Hubei Province has shown an upward trend from 2010 to 2019.Among them, quality safety and ecological security have shown an upward trend, while quantity security has shown a downward trend;spatially, the safety of cultivated land resources in Hubei Province has shown a clear space.Differences generally show a decreasing trend from west to east;quantity security presents a spatial pattern of high in the central region, low in the east, and slightly lower in the western region;quality security presents a spatial pattern of high in the central region and low in the east and west;ecological security presents a spatial pattern of high in the west and low in the east.(2)The main obstacles to the security of cultivated land resources in Hubei Province include: the main obstacles to quantity security are the reduction rate of cultivated land, the amount of food per capita, the area of cultivated land per capita, and the level of urbanization;the main obstacles to quality security are water resources per capita,GDP per capita, the total power of agricultural machinery and the per capita net income of farmers;the main obstacles to ecological security are forest coverage, pesticide load per unit of arable land, industrial solid waste generation, and industrial sulfur dioxide emissions.(3)Based on the research results of cultivated land resource security in Hubei Province, the following policy recommendations are put forward:(1)Ensure the quantity security of cultivated land resources: strengthen the awareness of cultivated land protection, explore reserve cultivated land resources, and prohibit the occupation of cultivated land for construction land;(2)Improve the quality security of cultivated land resources: build high-standard farmland,Strengthen the monitoring of cultivated land occupation and supplement balance, improve soil conditions, improve farmland water conservancy facilities, and increase the utilization rate of agricultural machinery and equipment;(3)Ensure the ecological security of cultivated land resources: rationally guide the application of pesticides and fertilizers, rationally adjust the land use structure and agricultural production structure, and strengthen sewage treatment construction of facilities, strengthen monitoring of pollutant emissions, and increase vegetation coverage;(4)Formulate differentiated farmland protection policies: Western Hubei must focus on strengthening the protection of quantity security, central Hubei must focus on strengthening ecological security protection, and eastern Hubei must also strengthen the protection of quality and ecological security.
