Research On The Regional Interest Coordination Mechanism Of China-Europe Railway Express Under Cooperative Game

With the continuous advancement of the “Belt and Road” construction,the economic and trade exchanges between my country and Europe and countries along the route have developed rapidly,the demand for logistics is strong,and the trade channels and trade methods are continuously enriched and improved.This has brought rare development opportunities for the China-Europe Railway Express.The construction of China-Europe Express trains has set new and higher requirements.There are problems such as vicious competition,homogeneous supply of goods,duplication of routes,and serious local protectionism among local governments.These problems limit the efficiency and effectiveness of the operation of the China-Europe express train,and hinder the operation.Completed the process of China's “Belt and Road” construction.Therefore,it is extremely urgent to realize the coordination of the interests of various regions in the development of China-Europe Express.With the joint support of the research background,basic theories and research methods,a regional interest coordination mechanism is established for the current development status of China-Europe Express.The interest coordination mechanism includes three the aspects are the benefit quantification mechanism,benefit sharing mechanism and benefit compensation mechanism,which are progressive and complementary to each other.First,based on the stakeholder theory and the interdependence theory,the horizontal and vertical stakeholders of the China-Europe Railway Express and the stakeholders of the vertical game are determined.The stakeholders of the vertical game are the consignor,the operating company and the surrounding residents.The interests of the horizontal game are the interests of the horizontal game.The main body is the local government;at the same time,based on the theory of welfare economics,it introduces the methods of quantifying the regional benefits of China-Europe Railway Express from the three levels of producer surplus,consumer surplus,and external effects,and has established a regional interest quantification mechanism for China-Europe Railway Express.Secondly,based on the principles of fairness and efficiency,multi-factor optimization,and information sharing,the Shapley value method of cooperative game theory was selected as the benefit sharing method,and the China-Europe Express regional benefit sharing mechanism was constructed.Finally,it introduces the benefit compensation accounting standards and benefit compensation methods based on the GRA-TOPSIS law,thus establishing a regional benefit compensation mechanism for China-Europe Express.In order to verify the effectiveness and rationality of the China-Europe Express regional interest coordination mechanism,a special regional cooperation alliance-the China-Europe Express International Supply Chain Alliance was selected for research.According to calculations,the economic benefits generated by the alliance in 2020 will be 29.6936 million dollars.Among them,Chengdu should share a benefit of 29.6936 million dollars,Zhengzhou should share a benefit of 6.623 million dollars,and Chongqing City should share a benefit of 29.6936 million dollars.In order to achieve the coordination of interests and support areas with poor development of train lines,Chongqing City should transfer544400 dollars to Zhengzhou City and 39600 dollars to Chengdu City in the form of transfer payments.The regional interest coordination of China-Europe Express trains is a subject that needs in-depth exploration.From the perspective of regional interest coordination,this article uses welfare economics theory,multi-factor theory and cooperative game theory to construct a regional interest coordination mechanism,which not only realizes the quantification of China-Europe Express regional interests.The distribution of regional interests also provides ideas for in-depth cooperation in various regions of the ChinaEurope Railway Express project.At the same time,it provides reference basis and guidelines for the China-Europe Express International Supply Chain Alliance to formulate systems and rules.
