The rise and maturity of a new round of Internet technology reform force the transformation and upgrading of traditional industries on the development path.Under this background,China’s modern logistics industry has gradually entered an era of deep integration with the Internet industry.The logistics industry has experienced a process of rapid development in the past ten years,but according to the data in recent years,the growth rate of China’s logistics industry has gradually slowed down,and the logistics cost has fallen from rapid decline to platform period.As a region with strong economic strength and high development potential in China,the development of logistics industry can not be underestimated.The development trend of logistics industry and the economic development of cities in Jiangsu,Zhejiang and Shanghai complement each other.The scale and volume of logistics industry have increased significantly in recent years,but subject to the limitations of economic structure.Therefore,it is of great significance to explore the input and output of logistics elements in cities in Jiangsu,Zhejiang and Shanghai and analyze the changes of logistics efficiency.Firstly,after combing the current development background of logistics industry,domestic and foreign relevant literature,regional logistics and logistics efficiency theory,data envelopment analysis(DEA)and Malmquist total factor productivity index,this paper constructs the logistics efficiency evaluation index system of 25 cities in Jiangsu,Zhejiang and Shanghai from 2015 to 2019,and selects 3 input indexes,2 output indexes and 3 environmental factors,Kendall’s-tau_b nonparametric correlation test is used to verify the rationality of the index to ensure that the data meet the requirements of DEA model;Secondly,from a static point of view,the logistics efficiency of 25 cities in Jiangsu,Zhejiang and Shanghai is calculated by using the Three-stage DEA model.Due to the limitations of the first stage DEA model in terms of environment and random variables,the second stage stochastic frontier analysis(SFA)regression model is introduced to calculate the third stage DEA after adjustment,Compare the changes of logistics efficiency of 25 cities in Jiangsu,Zhejiang and Shanghai before and after adjustment;Then,considering that the Three-stage DEA model can only reflect the logistics efficiency of each city from a static point of view and can not reflect the changes of efficiency in different periods,Malmquist productivity index is introduced based on the calculation results of Three-stage DEA to evaluate the dynamic changes of logistics total factor productivity of cities in Jiangsu,Zhejiang and Shanghai from the time dimension;Finally,this paper puts forward suggestions and Countermeasures for the logistics development of Jiangsu,Zhejiang and Shanghai from four aspects: improving the policy environment,ensuring information exchange,improving the management level and paying attention to data statistics.
