Since the Reform and Open,the domestic social and economic level has been continuously improving,and the effect has become more and more remarkable.Due to the influence of the traditional way of development,social development is mostly oriented by economic interests,looking down upon the problems such as the dissipation of resources and environmental disruption.Based on this,integrating green development into the development planning of resource-based cities and actively promoting the green transformation of resource-based cities is a win-win move in line with the needs of resource-based cities and the long-term planning.Therefore,in recent years,our country is paying more and more attention to the green development mode of coordinated promotion of economic society and ecology.The resource-based cities which have contributed a lot to national development in the early stage of reform and opening up,are now facing an unsustainable state of lack of resources,environmental damage and economic slowdown due to its extensive development model.Based on this,it can be concluded that it is necessary to integrate the concept of urban green development industrial structure upgrading into the development planning of resource-based cities,which will produce an important impact on the future urban development.Simultaneously,in the process of green development,as the important driving force,the country has paid close attention to the human capital and industrial structure upgrading.The industrial structure upgrading has always been an key factor in pushing forward the conurbation's green development.However,under the dual pressure of the national green development and the gradual reduction of working populations leading by China's current aging problem,the high-level human capital structure is becoming more and more important in promoting urban green development,especially for resource-based cities with urgent demand for green development and insufficient human capital stock.in the exploring the impact of industrial structure upgrading and the high-level human capital structure in the process of green development,we have chosen the resource-based cities as the sample.Then,this paper studies the impact of the high-ranking human capital structure and industrial structure upgrading on the resources-based cities' green development efficiency.Firstly,based on the mechanism analysis of the high-level human capital structure,the upgrading of industrial structure and their interaction terms on the green development of resource-based cities,we put forward the corresponding research hypotheses.Then,we make the empirical analysis.In the Empirical analysis,first,we construct the green development evaluation index system,and then choose SBM-Undesirable-DEA model and Malmquist model to analyze the green development efficiency level of resource-based cities from the static and dynamic perspectives respectively.Secondly,according to the mechanism analysis and the research hypotheses,the benchmark econometric regression model and threshold effect are used to empirically test the relationship between the high-ranking human capital structure,industrial structure upgrading and the synergy on the green development of resource-based cities.Concurrently,the corresponding heterogeneity analysis is carried out for different types of resource-based cities.Finally,we put forward the correlative policy suggestions according to the results.The main conclusions are as follows:First,the overall level of the resource-based cities' green development efficiency in China is improving,but there is still much room for improvement.Taking the green development efficiency in 2019 as an example,it is concluded that pollutant emission is still the main factor restricting the green development level of resource-based cities,followed by energy investment.Second,based on the analysis of the resource-based cities' MI index during the development period,MI index shows a continuous growth trend during the sample study period.It could be seen that resource-based cities earnestly implemented the development plan,effectively changing the green development mode,and making remarkable results.Among them,TC index and EC index play a leading role in the development direction of total factor productivity in different periods.Third,through basic regression analysis,this paper tests the relevant research hypotheses,and comes to the conclusion that the high-ranking human capital structure?the industrial structure upgrading and the synergy could significantly improve the green efficiency of resource-based cities.Heterogeneity analysis shows that the upgrading of human capital structure,the upgrading of industrial structure and the interaction between them have the characteristics of heterogeneity among different types of resourced-based cities.The overall conclusions of mature and declining cities are the same as that of resource-based cities.However,growing and mature cities and resource-based cities have slightly different effects on green development efficiency in the upgrading of human capital structure,the upgrading of industrial structure and the synergy of the two.Fourth,At the same time,through the threshold effect analysis,it is further concluded that the interaction term of industrial structure upgrading for the upgrading of human capital structure and the synergy of industrial structure upgrading have a threshold effect on the efficiency of green development.When the level of industrial structure upgrading is under the threshold,the interaction effect significantly affects the efficiency of urban green development.At this time,the “additional” force of interaction improves the efficiency of green development.However,when the industrial structure upgrading strides the threshold,the high-level human capital structure does not match the industrial structure upgrading,which hinders the level of green development.Based on the above conclusions,this paper presents valuable suggestions and countermeasures from the follow aspects: reducing pollutant emissions,improving the level of factor allocation,enhancing the level of technological progress and technical efficiency,adhering to human introduction and talent "creation",strengthening the level of human capital structure and clarifying the effective boundary between them.
