From the angle of the meteorological disaster warning, the thesis mainly studies on the reform of publishing and dissemination system of meteorological disaster warning of Shanghai in the early 21st century. It looks on "the relationship of meteorology and social history" as the research theme.The article consists of five parts:The introduction discusses the background of the theme in general:the relationship of meteorology and social history. The importance and meaning of studying on the reform of meteorological disaster warning system will be elaborated in this part. It will also review main research results at home and abroad in this field.The second chapter studies the history overview of the meteorological disaster warning of Shanghai. It will illustrate the publishing and dissemination of severe weather forecast of Shanghai before the reform since 1949. Since 1949, basically, Shanghai have found the forecast publishing system of severe weather on behalf of typhoon forecast and warning. The dissemination of severe weather forecast was from secrecy to open. The main media were traditional newspapers, radio, television, fixed phone and so on.The third part focuses on the background of the reform. The first topic is the underlying root causes of the reform. In the late 20th century, there were still some defects in the severe weather forecast of Shanghai. The information was still released less timely and integral. The way and content of expression were short of human care. The timeliness and coverage of the spread of severe weather were not satisfactory. The old system was not adaptive to the level of the development of the city. The second topic is the external reasons of the reform. The natural conditions, social and economy development, the character of the metropolis, the improvement of the functions of service-oriented government and many other factors require the change of the old system. The last topic is the possibility of the reform. The modernization of meteorology industry makes the reform possible. It provides the reform with talents, financial resource facilities and so on.The fourth part pays attention to the process of the reform. In the reform, warning signals come to the stage of history and continued to adjust and enrich. It not only agreed with national standards, but also had local characteristics. It had achieved the linkage with the flood control department and sub-regional early warning. The dissemination of meteorological disasters information kept to meet the requirment of timeliness and effectiveness. It had some new media, the increasing coverage and the more perfect legal system. The chapter takes typhoon warning for example and tells us that the new system has played an important role in the previous practice of disaster prevention and reduction. It has achieved good social effects. Finally, the chapter outlines the meteorological disaster warning of Shanghai in citizens'eyes by analysising the social survey questionnaires and exchange on the air. The system and its supporting measures are improving but there are still room for upgrade.The conclusion confirms that the reform of Shanghai meteorological disaster warning is progressive. But it also has limitations. In the future, it is sure to be better and better.
