Vulnerability Research Of Community Based On Burst Disasters

No matter in the past,now,future,Human being suffers different extent economic loss,or casualties,or two by natural disasters,a long with the damage to the natural environment,human environment.Community is such a place which not only has to undertake these directly damages caused by natural disasters but also to respond to those disasters conversely and affect the extent of the loss of disaster.when community gets into natural disaster situation,it involves sensitivity,coping capacity,recovery capability,which represent the vulnerability of natural disaster in the community,and those three aspects'management are subject to attention and research from various academic fields of the society.This paper uses connotation of vulnerability and document research to establish an evaluation index model for city community vulnerability assessment with the help of the dimension of natural disaster loss;and then verifies the validity of the model on the basis of empirical analysis.During the process of the research,this paper determines the index weight with literature research,questionnaire survey and AHP;when it comes to determine each index's vulnerability degree,this paper forms the indexes' quantitative criteria with the help of previous research and meeting the need of empirical analysis,so the degree of vulnerability can be quantified;In the comprehensive evaluation of the level of vulne rability,using the fuzzy comprehensive evaluation method(FCE),the index weight matrix,the degree of membership matrix,the maximum membership degree principle,to clear and definite the level of each index's vulnerability and the certain community's comprehensive vulnerability degree.With the thought of comprehensive community disaster management and PDCA cycle to reduce community vulnerability,this paper puts forward systematic reduction measures along with the whole process of emergency management on the basis of the index system and probing into the problems existed in city community.As the researches on the vulnerability of community are kind of limited,this paper focuses on community,establishes index model for vulnerability measurement,forms the unified quantization standard to clarify the vulnerability degree of each evaluation index for empirical analysis with the use of AHP and FCE.The index model and quantization criteria are intuitive and easy to operate,so it's very convenient for each community to test and evaluate its vulnerability degree.Besides,this paper also proposes systematic,adaptive suggestions to continuously promote the vulnerability management,which has the significance both in theory and practice.
