| With the shortage of traditional fossil energy,coalbed methane accounts for an increasing proportion in the energy structure.The vigorous advancement of coalbed methane mining will inevitably cause problems such as environmental pollution and ecological damage.In order to implement the green mining of coalbed methane,the environmental supervision for coalbed methane mining projects and its evaluation model are studied,and the following results are mainly obtained:(1)On the basis of relevant materials and practices,the work contents of the three stages including preparation,construction and trial operation are comprehensively summarized,and the work contents in the whole cycle of environmental supervision for construction projects are clarified.(2)Identify the key points of environmental supervision for coalbed methane mining projects,and conduct research based on the key points of environmental supervision in four aspects including environmental protection measures,environmental protection facilities,environmental quality and pollutant discharge,and accidents,and specify the core work of environmental supervision for coalbed methane mining projects:clarify the work contents of environmental protection measures supervision in construction and trial operation stages;summarize the environmental protection facilities of coalbed methane mining projects,and analyze the work contents of environmental protection facility construction progress supervision,construction quality supervision,and construction cost supervision;organize the work contents of environmental quality and pollutant discharge supervision with environmental monitoring as the technical means;from the perspective of accident emergency organizations and accident emergency plans,discuss the work contents of accident supervision.(3)According to the four steps including index system construction,index weight calculation,evaluation standard determination,and evaluation method application,establish a environmental supervision evaluation model for coalbed methane mining projects:starting from the environmental supervision evaluation attributes and dimension system for coalbed methane mining projects,construct a evaluation index system of environmental supervision for coalbed methane mining projects(the evaluation index system includes 5 first-level indexes and34 second-level indexes);calculate the index weights using the AHP;on the premise of investigating the actual situation and referring to environmental supervision requirements,divide the evaluation standards into 3 levels and set the reference value or description of each level;introduce the binary semantic method to quantify,grade and sort the effect of environmental supervision for coalbed methane mining projects,and finally output the evaluation results.(4)The Hexi Coal Mine Methane Extraction and Utilization Project in Liliu Mining Area and the Shibangou Coal Mine and Shangliang Coal Mine Methane Extraction and Utilization Project in Lu’an Mining Area are selected as examples and recorded as T1and T2in random order.Use the environmental supervision evaluation model for coalbed methane mining projects to evaluate them.The evaluation results are as follows:the environmental supervision effects of T1and T2are all medium,and the environmental supervision effect of T1is better. |
