Emergency Communication Language Information Standardization Research

With the development of society and economy,people's requirements for the safety of life and property are getting higher and higher.Although the capital investment of security of country is increasing,security status of China's is still worrying,especially in the high-level industries such as mining and chemical industries.Among them,the accidental emergency rescue caused by the accident is a major cause.In the event of an emergency(accident),the person who experience the accident is often affected by the pressure of the environment,time,etc.and the deviations often exist when information about the accident be reported by the witness.How can the accident witness effectively extract the accident information and standardize the language expression of the accident report is very crucial.Based on theoretical analysis and practical research,two problems been solved in this paper : Firstly,establishing an emergency communication language information model,which is to clearly characterize the attribute information of accident information and its importance evaluation of accident information description;Secondly,Standardizing the standardization system for emergency communication language information,that is,establish a standardized standardization system for emergency communication language information in emergencies to improve the emergency response capability of emergencies.The main research contents and results of this paper are as follows:Firstly,through the analysis of the environmental characteristic information,accident characteristics information and its influencing factors,the precautions and procedures of accident information extraction are clarified.On this basis,a language information model that can be applied to emergency communication is proposed.It isdivided into six parts: “Who”,“Where”,“Worker”,“Event”,“Reply”,“Results”.There are 19 sub-information indicators that provides normative information content for the transmission of information for emergencies.Secondly,using the Delphi method,AHP method,gray clustering evaluation method,the qualitative and quantitative research on the importance,completeness,difficulty in obtaining information of the information indicators in the language information model is carried out,and the established language information model is established.The evaluation of accuracy,completeness and feasibility provides a rational description scheme and priority order for the language information attributes in emergency communication.Finally,a standardized system of language information for emergency communications is established.the standardization of emergency communication language information is described in a standard way,including: information extraction in emergency,expression of language information,attention matters of language information transmission,education training for standardization,etc,and specify explanations of language information standardization through practical examples.
