Research On Local Environmental Legislation In Cities Divided Into Districts

On the issue of local legislation,China has experienced a long period of development.The local legislation at the prefecture and city level started from the legislative law issued in 2000.At that time,only a part of cities divided into districts could carry out local legislation,which was called the "larger city".In the legislative law revised in 2015,the main body of local legislation was further expanded,and the cities divided into districts also obtained Local legislative power in environmental protection,urban and rural construction and management,and historical and cultural protection.In terms of environmental protection,China’s rapid economic development has also caused serious damage to the environment.Although the central government has formulated many laws and regulations in the field of environmental protection,in order to further enhance the initiative of local governments in environmental protection matters,the central government and local governments can form a more sound legal system for environmental protection matters,and give the regional governments It is necessary to have the legislative power of local environment.Due to the regional differences in the environment,before the city divided into districts has obtained the local legislative power,there will be some differences between the central level laws and the actual situation in the local specific application process.The city divided into districts can give full play to its local advantages and formulate local laws and regulations that are more in line with the local actual situation to solve and improve the local environmental problems.The number of local environmental legislation has a great relationship with the development of local economy,and the environmental legislation mainly focuses on the prevention and control of air pollution and the protection of water resources.There are four deficiencies in the actual local environmental legislation process: weak
