Comparison Of Legislative Texts On Air Pollution Prevention In Districts

In recent years,the party and the central government have paid more and more attention to the issue of air pollution,and the goal of the three-year action plan to win the blue sky defense war issued in 2018 is to significantly improve environmental air quality.Local power is an essential force in the blue sky defense plan.As the legal bas is of local atmospheric environment control,and plays an important role in the prevention and control of air pollution.Therefore,this paper selects 32 regulations on the prevention and control of air pollutio n in prefectural cities from the adoption of the 2015 Legis lative Law to the middle of October 2019,and carries on the sample analysis to understand the air pollution in prefectural c ities.It mainly compares the legis lative technology and specific content,and specifically analyzes the situation in which the legis lative framework of the 32 air pollution prevention laws and regulations presents in the legislative technology is fixed and there are many princ iple clauses.This situation is mainly related to the conservative attitude of the legislator,the cost of legis lation and the legislative technology;in contrasting the content of the legislation,it specifically explains the differences in the values of the legislator,so that the legis lative purpose of all laws and regulations is divided into one and multiple purposes;Due to the change in the concept of leadership of the rule of law,the main body of supervision has been expanded to the government,social forces,and procuratorial organs;due to consideration of the trade-offs between multiple interests and the enforcement effect of the law,all the punishment measures of the regulations have adopted a range of fines.After comparing the existence of the sameness of all regulations,it also draws out the relatively different clauses in all regulations,and further analyzes the different clauses from the aspects of difference and practicality according to the meaning of local characteristics to judge whether the different clauses have Based on local characteristics,further analys is shows that the existence of characteristic measures is mainly related to different local pollution sources,administrative systems and cultural differences.
