Research On The Legislation Of Environmental Protection Of Guangxi Districts

At present,we are facing serious environmental pollution problems.While environmental awareness is awakening,local environmental legislation plays an increasingly important role in socialist laws with Chinese characteristics.The Guangxi Zhuang Autonomous Region is rich in natural resources and has an excellent ecological environment.At the same time,there are many ethnic minorities living on this land.Under the background of the new "Legislation Law",the environmental legislation of the districts and cities in Guangxi has been very good.The development of many local environmental protection laws and regulations has played a certain role in promoting the economic and social development of the Guangxi Zhuang Autonomous Region,regulating the main environmental behavior,and preventing and controlling environmental pollution.Many problems and deficiencies also appear in the process of formulating local environmental protection laws and regulations.In theory,through the theoretical basis of local environmental legislation legislation,the importance of local environmental legislation in some districts and cities and related legislative background are analyzed and studied,and theories and practices are adopted.The combined approach provides suggestions for the development of local environmental legislation and system improvement in Guangxi ’s districts and cities;in terms of empirical analysis,it analyzes the regulations and drafts that have been implemented in the local environmental legislation process of some districts and cities in Guangxi,and then finds out At present,Guangxi has districts and cities in the process of local environmental legislation Issues,study the fundamental causes of these legislative issues,and propose solutions to the problems that arise in theselegislative processes,which can promote local legislatures to better promote the long-term development of local legislative work in practice.The study of legislative issues has important practical significance.This article is divided into four parts.The first part is an overview of the environmental protection legislation of Guangxi city,which mainly analyzes the relevant concepts,legislative characteristics and legislative value involved in the environmental legislation of Guangxi city,which is currently in place in Guangxi.The protection laws and regulations are summarized and classified.This part is the basis for analyzing the environmental protection legislation of Guangxi districts and cities.The second part mainly describes the current status of environmental protection legislation in Guangxi,and further introduces the basic situation of environmental protection legislation in Guangxi in terms of river protection,wetland protection and mountain forest protection.The city ’s achievements in the process of environmental protection legislation,after in-depth research,found that the cities in Guangxi districts have problems in the proportion of environmental protection legislation,the use of ethnic customary law resources,and the insufficient connection between wildlife protection and environmental protection legislation..The third part mainly analyzes the experience of other provinces and cities in environmental protection legislation,including:Yancheng ’s legislative experience in wetland protection,Puer region ’s legislative experience in reference to ethnic environmental customary law,and Shenzhen ’s legislative protection of wildlife The experience can provide some ideas for solving the environmental protection legislation problems in Guangxi districts and cities.The fourth part is mainly related suggestions for perfecting the environmental protection legislation of Guangxi city districts,and finds countermeasures to improve the local environmental protection laws and regulations of Guangxi city districts from three aspects: legislative technology,legislative procedures and legislative content.,Including the need to enrich the content of local laws and regulations,make full use of beneficial ethnic environmental protection customary law resources,and pay attention to the connection betweenwildlife protection and environmental protection law.
