For a long time,the petroleum industry has been a national monopoly industry.Petroleum companies have carried the aura of central enterprises,and employees enjoy the "iron rice bowl"treatment.However,in recent years,the introduction of private capital and foreign capital in the oil and gas field has intensified market competition,and the original established state-owned enterprises are facing a severe test.In the severe market competition and the internal and external environment that are in urgent need of reform,Yantai Petroleum Company has arduous tasks to deepen reform and improve governance.However,the traditional concept of "waiting,relying and asking" still exists,and the sense of concern needs to be enhanced.Employees'performance is not compatible with the company's development,and far from the requirements to lead the transformation of-growth drivers and promote high-quality development.To improve operation efficiency,"managing people" is the most important part.Therefore,it is an important task to fully stimulate employees'sense of responsibility and urgency,motivate them to take the initiative,change their ideas and give full play to their initiative to promote reform and realize sustainable development.Passive job burnout undoubtedly has a negative effect on organizational performance,leading to a decrease in work efficiency,thus reducing employees' job satisfaction and organizational commitment.While employees' positive work performance can help them to improve work efficiency and activate the enterprise vitality,so as to make better contribution to organizational performance.The initiative of employees is not only conducive to the sustainable and healthy development of the enterprise,but also affects the growth of individuals' own abilities and career development.thus stimulating social vitality,forming a positive social atmosphere,improving individuals' sense of gain in the society and promoting social harmonyOn the basis of the research,this paper was done based on the Affective Events Theory,Social Learning Theory and Expectancy Theory using four variables including:the personnel system,authorized leadership style,work environment and communication mechanism.Based on the sample data.this paper makes an empirical analysis of the above-mentioned effects.The results show that authorized leadership style.positive working atmosphere and smooth communication mechanism have a positive impact on employees' initiative behavior.It considers the inherent characteristics of state-owned enterprises under Chinese culture,and puts forward the following strategies to promote the initiative of employees.that is.to improve the authorized leadership,work environment and communication mechanism.
