Research On Legal Issues Of Domestic Waste Disposal From The Perspective Of Ecological Civilization

In recent years,the problem of solid waste pollution in our country has intensified,and the domestic waste generated by resource consumption has brought a heavy environmental burden to our country.In the context of the deepening and expansion of the environmental crisis,the 18th National Congress of the Communist Party of China raised the construction of ecological civilization to the height of the millennium plan.Studying the legal issues of domestic waste disposal from the perspective of ecological civilization is a response to the requirements of ecological civilization construction,and it is also a requirement to improve the environmental rule of law in my country.Therefore,this article is based on the legalization of domestic waste treatment,combined with the concept of ecological civilization,analyzes the legal problems of domestic waste treatment in my country.This thesis uses five chapters to systematically study the legal issues of domestic waste disposal under the perspective of ecological civilization in my country:Chapter 1 mainly clarifies the background,purpose,and purpose of the legal issues of domestic waste disposal under the perspective of ecological civilization.Significance and current research status at home and abroad.The second chapter is an overview of domestic waste treatment from the perspective of ecological civilization,summarizes the meaning of ecological civilization,solid waste,domestic waste,and domestic waste treatment,and analyzes the characteristics,necessity and legal status of domestic waste treatment in my country.The third chapter divides the legal problems of domestic garbage disposal into three aspects:the legal system is not perfect,the legal principles are not perfect,and the legal system is not perfect.The fourth chapter sorts out the domestic waste disposal legislation of Japan,Germany,Brazil,and the United States,and on this basis,summarizes the enlightenment of foreign domestic waste disposal legislation to our country.The fifth chapter proposes to formulate the "Urban and Rural Domestic Waste Disposal Law" guided by the concept of ecological civilization,to enhance the coordination between local regulations and the "Solid Waste Law",and to formulate the "Three Principles" in response to the legal problems in the treatment of domestic waste in my country.Compulsory standards,clearly stipulate the principle of environmental risk prevention,clearly stipulate the system of national participation in domestic waste treatment,fully implement the mandatory classification and recycling system of domestic waste treatment,improve the legal responsibility system of domestic waste treatment,and build strict Suggestions on the legal supervision system for domestic waste disposal.
