The post-war changes in the US policy toward Japan provided a good opportunity for the rapid recovery of the Japanese steel industry. The implementation of the three "steel rationalization plans" and "inclined production methods" from 1951 to 1965 greatly promoted the investment and scale expansion of the Japanese steel industry. In conjunction with the coal, fiber, chemical and other industries' rationalization plans and the Japanese government's “national income doubling plan”,not only the steel industry itself, but the coordinated development of its upstream and downstream related industries also provides benefits to the growth of the steel industry.During the post-war recovery period and the high-speed growth period, the steel industry contributed to the national economy at a high rate, and the steel industry was called the "eldest son of Japanese industry." In the second half of the 1970 s,Japan's steel industry was impacted by two international oil crises.Japan was forced to make concessions during the USJapan steel trade friction.Due to the development of large-scale heavy industries in China, the ecological environment was damaged, and the Japanese steel industry was gradually depressed. Some people even call the steel industry a "pollution industry",and the Japanese steel industry has entered a stage of adjustment and upgrading. But at the same time, the crisis also brought new opportunities to the Japanese steel industry.Faced with dual pressures at home and abroad, the Japanese steel industry has begun to march towards the research and development of energy-saving and environmentallyfriendly products, and its successful steel products have extremely strong international competitiveness, gradually establishing Japan's status as a “steel power”.Since the1990 s,Japan's steel industry has also changed with the fluctuations of the macroeconomy. However, despite the collapse of the bubble economy and the impact of two financial crises, the steel industries of China,South Korea, and India in Asia are catching up.Japan's steel industry is still continuously improving in process equipment and technology, and it is still recognized as a world-renowned steel power.I have combed through the stages of recovery and transformation and upgrading of the Japanese steel industry after the war,and analyzed the response measures of the government, industry economic organizations and enterprises in the transformation and upgrading of the Japanese steel industry after the war,and concluded that the transformation of the Japanese steel industry the key to the success of the upgrade lies in the joint efforts of industry, government and academia.Various government industrial policies have created a good policy environment for the development of the steel industry;industry economic organizations have provided impetus for the smooth implementation of various government policies by coordinating the relationship between the government and enterprises, and the existence of industry organizations has helped companies search for industries Information and scientific strategic decision-making have played a vital role;as the main body of industrial behavior, enterprises have played an important role in technology R&D and innovation. In order to achieve economies of scale and promote the efficient allocation of resources among industries, enterprises not only Through mergers to expand the scale of the company,it also attaches importance to the integration of management methods, production processes, and corporate culture after the merger, which has greatly increased the industry concentration of the Japanese steel industry and enhanced the competitiveness of steel companies.Of course, there were many mistakes in the transformation and upgrading of Japan's post-war steel industry. After absorbing the experience and lessons of the transformation and upgrading of the steel industry in Japan after the war,and combining the current development status of my country's steel industry,it is believed that the current development stage of my country's steel industry is similar to that of Japan in the 1960 s and 1970 s,with overcapacity, there are phenomena such as weak technological level, weak industrial concentration, and chaotic industry competition. Therefore, the government should guide through industrial policies, but it should also pay attention to coordinating the relationship between the government and the market.Enterprises should enhance market concentration through mergers and reorganizations. In addition, technological progress is the key to industrial transformation and upgrading. The government, academia, industry and enterprises should work together to promote the innovation and research and development of steel production technology.Industry economic organizations should play their key role in information collection and make contributions to business operations.
