Research On Influencing Factors Of Accident Learning And Analysis Of Dilemma

With the continuous progress of our society and economy,the safety management of enterprises is facing more challenges,the mechanism of accidents is becoming more and more complicated,and there are still problems of similar accidents.Existing research shows that learning from historical accidents and making improvements is of great significance to avoid the recurrence of similar accidents.Therefore,how to effectively improve and enhance the learning effect after the accident has become a key issue that needs to be solved urgently.At present,from a global perspective,the accident investigation mechanism is the main realization path of accident learning.It emphasizes the use of accurate survey data as the basis for determining the cause of the accident,and proposes effective and feasible rectification measures,so as to achieve the purpose of learning from the accident.Accident learning has the attribute of knowledge demand.Only by absorbing knowledge and experience from accidents that have occurred can we better prevent accidents from recurring.As an important tool and channel for knowledge dissemination,accident investigation reports are released and disseminated.It is an important guarantee for the effectiveness of accident learning.Therefore,based on the above problems,this paper aims to explore the main factors affecting accident learning and existing dilemmas based on the accident investigation report,and propose a reasonable solution path to improve the effect of accident learning.The main research contents of this article are as follows:(1)Using the collected investigation reports of 24 particularly serious accidents,put forward research hypotheses and carry out relevant analysis to verify them,so as to quantitatively measure the factors that affect the learning effect of accidents.(2)On the basis of obtaining the influencing factors,starting from the three major accident types of chemical industry,road traffic,and coal mines,we made multiple case comparisons,explored the areas of improvement in accident investigation reports in my country,and summarized the current difficulties in accident learning..(3)Based on the results of the previous analysis,based on the theory of the cause of system accidents and the LDA theme model,a path to resolve the current predicament is proposed.The results show that the accident investigation report will lead to accident learning behaviors after the release of the accident investigation report,and the accident cause analysis and accident prevention and rectification measures in the accident investigation report are the main factors for accident learning.The current accident learning is possible through the comparative analysis of multiple cases.The existing dilemma is as follows: accident cause analysis restricts the transformation of knowledge and accident prevention and control measures separate the steps of accident learning.According to the analysis results,a learning model is established based on the theory of system accident causes,which provides a reference for improving the effect of accident learning,and gives full play to the role of accident investigation reports in accident learning to prevent accidents from recurring.
