Research On IT Governance Optimization Of Western Mining Group Co.,Ltd

In the 1970 s,after studying a large number of companies in the banking,garment industry,and service industries,American scholars did not come to the conclusion that "the application of information technology(IT)by companies will definitely enable companies to increase production efficiency and increase corporate benefits.",and proposed the "productivity paradox" of IT applications.Through in-depth research on this phenomenon,scholars generally believe that IT governance is a key factor to ensure that IT applications improve corporate performance.Professor Peter Weill and Professor Jeanne W.Ross put forward: "It is not IT investment but IT governance that affects business performance." After entering the 21 st century,information technology(IT)is changing with each passing day.Although the technology has developed,the application of technology is more difficult,and enterprises are more prone to "productivity paradox" in the process of IT application.To solve this phenomenon,it is necessary to solve the problem of insufficient corporate IT governance.The development of the northwestern region of my country lags behind that of foreign countries,and even the eastern and southern regions of China.Many enterprises in the northwestern region have not started IT applications for a long time,and their understanding of IT governance is in a hazy stage.Optimizing and improving IT governance is extremely challenging for regional companies.Western Mining Group Co.,Ltd.(hereinafter referred to as "Western Mining")is an enterprise located in this area.In order to improve the competitiveness of the enterprise and strengthen the refined management,it has carried out a large number of information technology applications since 2008,such as the enterprise virtual network(VPN),server virtualization,collaborative office,ERP and other software systems have invested more than 500 million yuan in total.In addition,a lot of manpower and material resources have been invested.However,the performance of the company has not been improved,and it has fallen into "productivity paradox".Based on the theoretical knowledge of IT governance concepts,IT governance standards and IT governance decision-making mechanisms,the author reviewed therelevant research on the impact of IT governance on corporate performance,combined with questionnaire surveys to sort out the current status of IT governance in Western Mining,from IT governance organization,IT decision-making mode and IT strategic planning analyze the reasons for the "productivity paradox" phenomenon in Western Mining IT application.Finally,through research,a specific plan for optimizing Western Mining IT governance is proposed.Design and optimize IT governance organization,increase professional committees,and run through the company's upper and lower decision-making and daily management and control processes,design IT governance decision-making mechanism in line with Western Mining,optimize "business-IT consistency",optimize IT strategic planning and strengthen Executive management.And clarify measures such as system guarantee and personnel guarantee to ensure that the optimized plan can be effectively implemented.The point of innovation is to apply the CISR IT governance model to the Western Mining's IT governance decision-making mechanism,to propose an IT governance decision curve suitable for Western Mining,and to promote the optimal "business-IT consistency".
