Study On The Countermeasures Of Air Pollution Prevention And Control In Western Cities From The Perspective Of Holistic Governance——taking Xi'an City Of Shaanxi

Environmental issues are major issues that plague all mankind.In particular,air pollution problems in recent years have become more prominent,and have had a tremendous impact on urban economic development and people's lives.The western region is located inland,with arid climate,lack of water resources,and serious industrial pollution.With the development of the western region,the western region has made great economic achievements while the problem of air pollution has become more and more difficult to ignore.Especially in recent years,many cities in the west have frequently appeared on the list of “smog and burst tables”.Therefore,how to improve the performance of air pollution prevention and control in western cities,and a happy and happy living environment has become a major issue worthy of attention.This paper uses the theory and method of holistic governance to study Xi'an,a mega city in the west,and explores Xi'an through a large collection of data and interviews with environmental protection departments,and a questionnaire survey of some citizens who understand government behavior.The problems existing in the prevention and control of urban air pollution,that is,the concept of governance is vague,the coordination of governance entities is insufficient,the governance mechanism is not perfect,and the governance methods are backward.For the problems found,this paper intends to carry out the overall governance concept centered on the needs of citizens.The coordination and integration of internal and external entities in governance,the long-term safeguard mechanism for establishing and improving governance,and the comprehensive management method of modernization methods put forward corresponding policy recommendations for air pollution control of local governments in western cities.This article consists of five parts.Based on the research background and research significance,the first chapter introduces the related literatures at home and abroad,introduces the research ideas and research methods,and explains the basis of case selection.The second chapter introduces the basic concepts and theoretical foundations used in this paper.On the basis of defining the concept of local government,air pollution and urban air pollution prevention,this paper introduces and explains the theory of public goods,and further analyzes the intrinsic relevance of public product theory and air pollution control issues;The governance theory was discussed in depth,and the coupling between the overall governance theory and urban air pollution control was analyzed.The third chapter selects Xi'an as the research object,through data collection to understand the basic situation of air pollution in Xi'an,and uses the questionnaire survey method to pay attention to government civil servants,educators,community workers and medical workers.Initiatives and implementations and a representative group of people to issue questionnaires;targeted interviews with relevant staff of the environmental protection department to analyze the current situation of air pollution control in Xi'an Municipal Government.The fourth chapter analyzes the status quo of air pollution prevention and control in western cities by using the theory of holistic governance.It is found that the backward concept,the absence of the main body,the lack of system and the lack of means are the main reasons for reducing the performance of air pollution prevention and control in western cities.The fifth chapter is based on the in-depth analysis of the problems and causes,from the holistic governance concept centered on the needs of citizens,the coordination and integration of internal and external subjects in governance,the establishment of a sound long-term guarantee mechanism for governance,and the comprehensive application of modern means.Four aspects of governance methods are discussed to discuss policy recommendations for air pollution prevention and control in western cities.
