of China's economy has also brought a series of environmental problems such as acid rain,haze and so on.Based on the background of the times,our country puts forward the new urbanization".The party's eighteen stressed the need to adhere to the Chinese features new urbanization,industrialization and urbanization to promote coordination of benign interaction,urbanization and agricultural modernization,industrialization,informatizatio n,urbanization and agricultural modernization.The new urbanization of the "new" is from the past one-sided emphasis on the pursuit of the expansion of the city,the expansion of the space,the change is to enhance the culture of the city,public services and other content as the center,so that our town has become a suitable high quality of.New urbanization has become the focus of attention around.The western region is an important strategic area of China,and it is the main ecological service supply area in china.Since the reform and opening up,the eastern,central and western regions to develop the regional economy,due to differences in resource endowments,talent,technology and other aspects of the western region and the eastern and central regions economic development difference increased.The implementation of the western development strategy,to a certain extent,promoted the economic development of the western region.With the rapid economic growth,the environmental problems in the western region have become increasingly prominent.Rely solely on the consumption of resources and the environment,it is impossible to bring long-term sustainable development.Promote new urbanization,adjust the industrial structure,the development of low-carbon economy has become an important strategy in the western region.It is very important to develop low-carbon economy and improve regional carbon productivity.Therefore,in the new urbanization of the western areas between measure,explore new urbanization and carbon productivity,further studies on the influential factors of carbon productivity in the western region,not only can make better the western region to promote new urbanization,can also provide policy recommendations to improve the climate for the government.The main research content of this thesis:firstly,drawing on existing research results of new urbanization and carbon productivity,this year 2000-2014 carbon productivity and new urbanization measure,explores the relationship between the two from the aspect of theory.Secondly,according to the results of the calculation,the paper describes the level of urbanization in the western region,and describes the spatial distribution and evolution trend of the western provinces.Thirdly,through the theoretical and empirical analysis of the transmission mechanism of the new urbanization and carbon productivity.Finally,through econometric methods,based on the data of western region to explore new urbanization level,industrial structure,public expenditure,the relationship between the amount of foreign investment,technological progress and other factors and carbon productivity and influence,finally according to the results of empirical analysis,policy recommendations.This paper through the spatial econometric analysis,draw the following conclusions:(1)the amount of patent application,foreign investment has a positive effect on carbon productivity,public expenditure,the level of new urbanization,industrial structure has a negative effect on carbon productivity.(2)from the elastic coefficient value,the new urbanization level has a stronger inhibitory effect on carbon productivity,and the new urbanization level increases by 1%,and the carbon productivity decreases by 1.440 units.(3)the elasticity coefficient of patent applications is 0.603,which means that every 1%of patent applications increase,and the carbon productivity will increase by 0.603 units,which is the most important factor to promote the growth of carbon productivity.(4)the actual utilization of foreign capital will increase by 1%,and the carbon productivity will increase by 0.297 units.(5)the industrial structure has an inhibitory effect on the improvement of carbon productivity,and its elasticity coefficient is smaller than 0.091.(6)the relationship between public expenditure and carbon productivity is negatively related,and to some extent,it has played a role in restraining the increase of carbon productivity.The public expenditure has increased by 1%,and the carbon productivity has decreased by 1.404 units.According to the conclusions of this paper,combined with the development of the western region,the following recommendations are made:(1)vigorously promote the construction of high-quality new urbanization.We will actively transform the mode of economic development,develop low-carbon economy,and achieve a win-win situation in economic development and environmental protection".(2)enhancing technological innovation capability.Through the government,enterprises,universities,scientific research institutions and other synergies,to create technological innovation platform,and accelerate the development of major energy-saving,low-carbon technology research and development.(3)further opening wider to the outside world.When introducing a large amount of foreign capital,we should take into account the impact on the local economic efficiency,and take into account the impact on the environment,and give priority to the introduction of environment-friendly and resource-saving industries.(4)speed up industrial transformation and upgrading.We should pay attention to the development of quality growth in the third industry,upgrade the internal structure and development level of the third industry,increase the scientific and technological content of the third industry,and prompt the transformation of the traditional service industry into a modern service industry.(5)improve the construction of public expenditure system.On the increase in fiscal expenditure share of environmental protection energy saving and emission reduction,to reduce unnecessary administrative expenses,vigorously develop low-carbon industries,realize the industrial transformation,the "green" in the play and enlarge the financial aspects of environmental protection
