Modern and contemporary metal smelting technology is constantly innovating,and the level of mechanical automation is improving day by day.However,the iron and steel industry,as a high-risk industry,is still a difficult problem to ensure the safe operation of personnel.As a member of the "safety risk control project",the author found in the practice process of R steel enterprise that the enterprise's own safety information management system was difficult to be effectively implemented,and the improvement of the enterprise's safety management level was restricted,which affected the process of safe production.In view of the above problems,under the guidance of the principle of risk management,this paper intends to explore and study the technical thinking and subsequent application of hazard identification technology for personnel operation in iron and steel enterprises.Based on the safety management status of iron and steel enterprises,the production operation characteristics,determine the purpose and scope of hazards identification,analysis and study of production and operation activities,maintenance activities and corresponding factors of enterprise life cycle,and chooses to identify personnel activities JHA method,and identify personnel operating behavior of the HAZOP method system production operation hazards technical route;The technical route of hazard identification in inspection and maintenance operation is constructed by JHA method from the perspective of personnel operation activities.The ironmaking plant,steelmaking plant and rolling mill of R iron and steel enterprise were selected as identification units.Based on the identification technology ideas and methods,the production activity and operation information table and the hazard source information table of inspection and maintenance operation were integrated to form the hazard source identification technical results.Based on the technical results,the mathematical model of entropy weight method-approximate ideal solution ranking method is adopted to evaluate the operational risk,and effective control measures are studied and analyzed.Enterprise education and training modules are developed,and training demand matrix,training courses,examination questions and other results are researched and formed.Formulate the safe operation procedure,and quantify the update period of the procedure based on the working cycle inspection mechanism;In view of the abnormal operation of ironmaking blast furnace workshop,the on-site immediate disposal process is designed.The technical route and research method formed above respond to the construction of national double control system,which can provide some reference for other enterprises in the iron and steel industry.
