Study On The Government Function In The Reconstruction Of Coal Industry Heritage

Coal is the most important energy source in China.The coal mining industry has a long history in China and has witnessed the rapid development of China's industrial economy.However,with the development of the times,the Chinese government has put forward new requirements for the development of economic structure and ecological environment protection.The supply-side reform requires coal mining enterprises to reduce their production capacity and to eliminate closed down coal mining enterprises.The shutdown of a large number of coal mining enterprises has left a large amount of abandoned industrial land,which is called the coal mine industrial heritage.The government as a manager needs to bear the responsibility for the reconstruction and reuse of the coal mine industrial heritage.The government needs to use its functions reasonably,plan and formulate scientific and reasonable policies,so that the economic,historical,and cultural values of the coal mine industrial heritage can be used.Economic,social,cultural,ecological and other aspects to achieve sustainable development.Based on the government function theory,public service theory,and sustainable development theory,this article uses the literature research method to consult a large number of domestic and foreign literature related to the reconstruction of coal mine industrial heritage.Defined and explained the research-related theories.The article taking xin'an coal mine of henan yima coal industry co.LTD as an example.The mine has been transformed on the basis of the coal mine's industrial heritage through the cooperation between the government and enterprises,and has realized the reuse of the coal mine's industrial heritage.Collected and summarized the role of local government in the reconstruction of coal mine industrial heritage,analyzed the problems of local government in the reconstruction of coal mine industrial heritage,and studied the causes of the problems.Then,by comparing the actual practices of government functions in coal mine industrial heritage reconstruction in Britain,Germany and other countries,the advanced experience of foreign governments in reconstruction is summarized.Finally,by drawing on the advanced practical experience of other countries,suggestions for improving government functions in the reconstruction of coal mine industrial heritage are given.
