From the coal mine safety quality standardization that the country began to implement in 2013,to the coal mine safety production standardization in 2017,and to the coal mine safety production standardization management system in 2020,my country's coal mine safety management work has always been in the process of continuous progress and exploration.The death toll and accident rate of coal mine accidents in our country are also declining.However,at the same time,in the process of implementing standardization in China,some mines were integrated and some unqualified and non-standard mines were closed.China's coal resources were gradually reduced after the establishment of the People's Republic of China,but some old mines still survived the reform and tried to adapt to the modern safety management.Through theoretical analysis,field investigation and comprehensive analysis,this paper compares and analyzes the advantages and disadvantages of new and old mines in the development of standardized management system in terms of human-machine environmental management.The focus is on visiting the state-owned old Linxi mine,and based on the PDCA cycle management theory,to help old mines build standardized management suitable for their own development,strive to change the old mine inherent thoughts,adapt to modern safety management,and better achieve the first-level safety production standardization.The specific content is as follows:(1)Through consulting and referencing relevant literatures,analyzing and researching the domestic and foreign coal mine safety production management models and systems,and expounding the basic theory of risk classification management and control and hidden danger investigation and management(hereinafter referred to as "dual prevention")in the coal mine safety production standardization in my country,analysis the connection between hazard sources,risks and hidden dangers of accidents.(2)Through visiting and investigating eight new and old mines that are under construction or have become the first-level safety production standardization,the paper focuses on analyzing the problems of these new and old mines in the four aspects of human-machine environmental management,which are the two professional second-level indicators of safety risk classification control and accident hidden trouble detection and management.Based on the comparison of man-machine and environmental pipes,the existing problems of various disciplines in safety production standardization of new and old mines are analyzed.Taking Linxi Mine,an old state-owned mine,as an example,this paper analyzes and studies the construction of the dual control mechanism of the mine,and puts forward the existing problems of man-machine and environmental management in the construction of the first-level safety production standardization in Linxi Mine.(3)The paper introduces the PDCA circulation and PDCA cycle management theory in safety production standardization,and based on the principle of PDCA cycle,integrated human-machine environmental management,established a more suitable first-level safety production standardization management mode for state-owned old mines,and helped old mines better carry out modern safety management and achieve first-level safety production standardization,and improve safety management level.
