Research On Risk Management Of Oil And Gas Storage And Transportation Projects In The Middle East

With the rapid economic development,our country's demand for energy is showing an increasing trend.The Middle East is rich and has huge potential in oil and gas resources.The construction of the Middle East oil and gas storage and transportation project can realize the diversification of our country's oil and gas supply.However,oil and gas storage and transportation projects in the Middle East are characterized by prominent political risks.If risk management is not in place,it will cause significant losses to enterprises and adversely affect the sustainable development strategy of our country's energy structure.Therefore,research on risk management of oil and gas storage and transportation projects in the Middle East has important practical significance.Firstly,this thesis extensively investigates the status quo of risk management research at home and abroad,introduces theories and principles of engineering project risk management,expounds the risk identification,evaluation and response of risk management process,focusing on comparative analysis of the main methods of risk evaluation.Secondly,it summarizes the characteristics of 5 kinds of oil and gas storage and transportation projects and the 8 characteristics of the Middle East,and summarizes the characteristics of risk management of oil and gas storage and transportation projects in the Middle East.Then,in accordance with the design principles of the risk evaluation index system,a risk evaluation index system for oil and gas storage and transportation projects in the Middle East including5 categories and 17 risk factors was established through the literature research method and the expert interview method;according to the analytic hierarchy process,fuzzy theory,and fuzzy analytic hierarchy process and the characteristics of the method and the characteristics of risk management of oil and gas storage and transportation projects in the Middle East,the fuzzy analytic hierarchy process is selected as the evaluation method,and a risk management model for oil and gas storage and transportation projects in the Middle East is constructed.Finally,taking the Saudi M oil and gas storage and transportation project in the Middle East as the research object,the risk evaluation is carried out through the fuzzy analytic hierarchy structure model and the expert scoring method,and six important risk factors such as management level factor,oil price fluctuation factor,and engineering claim factor are obtained.Risk response measures are proposed.The evaluation result shows that the overall project risk is at a relatively small level and controllable,and at the same time it verifies the accuracy and feasibility of the model.
