The construction industry,as a pillar industry of Chinese national economy and a "high energy consumption,high emission" industry,is a key area of Chinese carbon emission reduction governance.At the present stage,the development of the inter-provincial construction industry in China is uneven,and the carbon emission characteristics of the regional construction industry are obvious.Based on the combination of time and space,this paper analyzes the carbon emission and its fairness in construction industry in order to comprehensively analyze the impact mechanism of carbon emissions from construction industry,and provide a basis for ensuring coordinated and sustainable industrial development among regions and narrowing regional development gaps.Firstly,the carbon emissions of Chinese construction industry in 2004-2015 were calculated.Secondly,the Fairness of construction industry carbon emissions is measured and analyzed from the perspective of time,region and province.Finally,from the perspective of time and space,the impact mechanism of carbon emissions and its fairness in construction industry is analyzed and a carbon-emissions quota allocation model based on fairness is established.Therefore,from the perspective of the control of influencing factors and the control of total carbon emissions,this paper provide carbon emission reduction strategies for the sustainable development of Chinese construction industry.The results show that:(1)Chinese construction industry carbon emissions have transitioned from the "high to low" high-speed growth phase to the current stable high-emission phase.The carbon emissions of Chinese construction industry in the eastern region was higer than west.The top 20% of the country contributes 50% of the nation's carbon emissions from the construction industry,and the problem of unfair carbon emissions in the construction industry is obvious.(2)During the study period,the Gini coefficient of direct carbon emission in the construction industry exceeded the “0.4”,while the Gini coefficient based on GDP,population,construction output value and construction area was within the warning line.From a spatial point of view,regional differences are the main cause of unfair carbon emissions in Chinese construction industry.13 provinces,such as Hebei,are the main drivers of unfair distribution of carbon emissions.(3)The industrial structure had the smallest impact coefficient among the four variables,and the urbanization level had the largest impact coefficient.The difference of urbanization level is the main cause of the unfairness of carbon emission in the construction industry.(4)The carbon emission deficit of the construction industry in Zhejiang Province is the highest.The total quotas for carbon emission rights in various provinces were allocated in 2030 and 2016-2030,of which the allocation of carbon emission quotas in the eastern region was the largest.Finally,Based on the research,some suggestions were proposed.This research on the fairness of carbon emissions in the construction industry not only enriches the research content of the issue of carbon emission fairness at the industry level,but also explores the reduction strategies for carbon emission in the construction industry from a new perspective.This research has very clear practical significance for the sustainable development of Chinese construction industry.
