Study On The Ppp Model Optimization Of Mine Environmental Governance In H City

The mining and development of mines has accelerated the pace of economic and social development.At the same time,the abandoned mines after mining have left serious ecological problems and even disasters on the surrounding environment.With the advancement of our country's ecological civilization construction,the country's efforts and requirements for environmental governance are increasing.Mine environmental governance has increasingly attracted social attention.A large number of explorations and practices on mine environmental governance have been conducted nationwide,and certain results have been achieved.However,due to the long period,large investment,and historical legacy of mine environmental governance,the situation of mine environmental governance in our country is still severe.In the current situation of heavy debt burden,relying on government financial funds to implement large-scale mine environmental governance will also cause government debt crises.In this context,it is of great significance to explore the introduction of social capital and innovate governance models.With the successful application of the PPP model in other fields,transplanting it into the environmental governance of mines,by attracting social capital to participate in governance,alleviating financial pressure,broadening funding sources,and increasing the utilization rate of funds are issues worthy of study.Therefore,this article takes the topic of "study on the PPP model optimization of mine environmental governance in H city——a case study based on Z mine ".Using the literature research method,case analysis method,and interview method to study the optimization of the PPP model of mine environmental governance in H city.Through literature research and interviews,the content of the PPP model of mine environmental governance in H City is presented.Established an analysis framework based on stakeholder theory and collaborative governance theory,present the PPP model of environmental governance of Z mine in H city from five aspects: overall overview,operation model,stakeholders,risk sharing,and benefit distribution.It was discovered that the PPP model of mine environmental governance in H city Z mine has problems,such as conflicts in departmental laws and regulations,insufficient governance funds,high project risks,and low project returns.And analyze the main causes of the problems are conflict between stakeholders,single financing methods and lack of effective introduction of multiple entities,imperfect risk management,imperfect return on investment mechanism and inadequate transformation of government functions.Finally,optimization measures are proposed for the PPP model of mine environmental governance in H City.It is recommended to optimize the laws and regulations of the PPP model of mine environmental governance,attract excellent social capital to participate in construction through multiple channels,strengthen risk management,establish a reasonable return on investment mechanism and accelerate the transformation of government functions.Provide a useful reference for optimizing the PPP model of mine environmental governance in my country.
