With the rapid economic development of Sichuan Province,the demand for refined oil in various industries maintains a relatively high level.As more and more refined oil companies enter Sichuan,the competitions among them are becoming fiercer.Company A,as one of the leading refined oil retail companies in Sichuan,has facing increasing competition pressure in recent years.Under this circumstance,Company A should take actions to improve the existing supply and distribution network to achieve the goal of increasing efficiency and reducing costs.Firstly this thesis analyzes the procurement businesses in the supply chain of Company A,finds out that the supply structure is too simple to better support the channel business,and the procurement decision-making mechanism is not scientific enough.Then,a corresponding optimization plan is proposed,including seeking cooperation with refineries in the upstream of the supply chain,further developing the wholesale business on the basis of stable retail business,engaging in gas station franchising,and expanding the marketing share in secondary market by asset-light strategy.Considering the future development of the enterprise,Company A need reasonably allocate oil depot resources to ensure the stable supply of refined oil in the development.After analyzing the distribution range of refined oil in various regions of Sichuan,the sales volume of refined oil,and the growth rate,etc.,this thesis optimizes the number of oil depots in each region and the corresponding storage capacity of the oil depots.This thesis analyzes the quality inspection link in the supply network,then presents an optimization plan from the aspects of equipment,quality inspection process,and temporary quality inspection center.Further,this thesis proposes integrating information platform by interacting the information among the gas stations,vehicles,and dispatching centers,and gathering the information of gas station inventory and sales,vehicle GPS position,for improving information management.It can save time in the process of the secondary logistics transportation of refined oil and reduce the communication barriers in company.Secondly,by analyzing the three important part of refined oil distribution,sales forecast,total oil order summary,and distribution,this thesis finds the current management plan not meet the requirements of the dispatchers to reduce cost.Especially when the scale of the company reaches a certain level,the dispatchers cannot upgrade the distribution level only by experiences.Then,this thesis develops the optimization scheme including the following three parts.Firstly,the ARIMA model can be applied to improve sales forecast.By using R language to gather the sales volume of 92# gasoline,95#gasoline and 0# diesel in a period of three-month as sample data,this thesis analyzes the data with ARIMA model,and finds out that the predicted value are basically coincide with the actual value.Secondly,introducing the time window rate to the total oil order summaries can gain more data for distribution plan,including the limits of delivery time period and the demand for refined oil of gas stations.Thirdly,this thesis establishes a multi-distribution-plan for diverse oil depots and car models,estalishes the distribution plan objective function,and uses a computer model(adaptive large-scale search method)to sort out all the constraints and other factors that may affect the results,and provides a reference for the final model.The measures can improve the efficiency and accuracy of sales forecasting,and reduce the changing rate of the distribution of the total oil order summary.Finally,the final result shows that,compared with the manual distribution plan,the optimized distribution plan can help to save up to 700,000 Yuan transportation expenses per year.According to the results of the optimization plan,it can effectively solve the present problems that the company faces,and largely reduce the operating cost.
