Research On The Whole Process Management Issues Of Construction Waste In Yangzhou City

In recent years,with the rapid development of cities in China,the amount of construction waste is also increasing rapidly.At present,the disposal of construction waste in China still mainly adopts the traditional methods of stacking,landfill and incineration,which not only occupies a lot of land,but also directly piles up in the open without treatment,which is easy to pollute the water source,soil and air.What is more serious is that in 2015,"12·20" landslide accident occurred in shenzhen construction waste dump,resulting in tragic casualties.Construction waste transport disorders are still repeated,and traffic accidents caused by rough transportation occur from time to time,endangering public safety.In addition,due to the difficulty of treatment,high cost of recovery,the utilization rate of construction waste is less than 10%.The phenomenon of "construction waste besieging the city" is becoming more and more prominent in China,which has become a social problem to be solved urgently.The whole process management of construction waste is an important measure for the prevention and control of pollution.It is also an effective way to realize the high quality of ecological environment as well as the high quality of people’s life.Therefore,how to optimize the whole process management of construction waste has gradually become a major issue facing the Chinese government.According to the whole life cycle of construction waste,the existing problems in the whole process management of construction waste in Yangzhou city include weak management at the source,nonstandard transportation control,low operation quality and efficiency of construction waste disposal sites,and low level of resource utilization.The main reasons are the lack of relevant system construction,the inadequate administrative supervision,the neglect of social responsibility by market subjects and the low social participation,etc.Therefore,combined with the new public management,collaborative governance and management process theories,based on the experience of domestic and foreign cities,to optimize the whole process management of construction waste in Yangzhou City,we must take people’s satisfaction as the goal.Plan as a whole,so as to improve the whole process management system of construction waste.Give full play to the departments in charge of the role,thus establishing a closed supervision system for the whole process of construction waste.Give full play to the main role of the market,in order to promote the standardized disposal and utilization of construction waste.Give full play to the role of social participation,so as to create a good atmosphere for the whole process management of construction waste.Only through the cooperation among multiple participants can we build the whole process management system of construction waste led by the government,territorial management,industry director,market operation and social participation,effectively promote the construction of ecological civilization,improve the quality of urban development,ensure the safety of urban operation,and enhance citizens’ sense of happiness,security and gain.
