Research On The Classification And Management Of Urban Solid Waste In Jinan City And Its Countermeasures

In recent years,with the acceleration of urbanization,the production of domestic waste has increased sharply.Classifying domestic waste,thereby promoting waste reduction and recycling,is of great significance for protecting the environment and the health of the people.In March 2017,the General Office of the State Council forwarded the Implementation Plan for the Domestic Waste Classification System(GBF[2017]No.26)issued by the National Development and Reform Commission and the Ministry of Housing and Urban-Rural Development,requiring 46 cities,including Jinan,to implement mandatory domestic waste classification in advance.By the end of 2020,a basic system of laws,regulations,and standards related to waste classification will be established,with a waste recycling rate of over 35%.On May 1,2021,the "Regulations on the Reduction and Classification Management of Domestic Waste in Jinan City" was officially implemented,providing a legal basis for the implementation of waste classification in Jinan City.It has made beneficial attempts in infrastructure construction,strengthening institutional safeguards,improving organizational structures,and creating many unique practices and experiences.However,compared with advanced cities at home and abroad,Jinan’s urban domestic waste classification work is still in its infancy,and there is still a certain gap in terms of the accuracy of policy content,software and hardware supporting facilities,and residents’ classification intentions,which has not reached the ideal state.Based on the current progress of domestic waste classification and management in Jinan City,this article identifies the main problems in the work of garbage classification and management in Jinan City,such as low participation of residents,"mixed loading and transportation",and insufficient funds,through questionnaires and interviews,and deeply analyzes the causes and influencing factors of the problems.On this basis,using the collaborative governance theory and combining successful cases of domestic and foreign domestic waste classification management,from the perspective of the entire process,targeted countermeasures and suggestions are proposed in various aspects such as top-level design of waste classification,classification and delivery,classification and transportation,classification and treatment,hoping to help Jinan City solve the "tepid" situation of waste classification and promote the work of domestic waste classification management in Jinan City to a certain extent.
