The rising economic strength of our country but also accompanied by increasingly serious environmental pollution problems, environmental pollution generated in these "three wastes", people have always been more emphasis on waste water and waste gas remediation, at the expense of solid waste remediation. In terms of solid waste pollution, due to municipal solid garbage problems earlier, has been a certain degree of attention, and solid garbage problem in rural areas in recent years but it is only a preliminary revealed. In the past, most rural areas are idyllic, but with a rich supply of rural goods, purchasing power of farmers and developed to enhance transportation and logistics industry, solid waste type and quantity of life in rural areas increased dramatically. Environmental awareness coupled with poor farmers, the government of solid domestic waste management in rural areas is not enough attention to other reasons, China’s rural provinces appear more "garbage village" phenomenon.This article is taking the A County, He Nan Province as an example, the status of solid domestic waste management in rural areas A county interviews and a questionnaire survey and found that A county garbage treatment process exists in rural facilities inadequate, the village effectiveness missing, no trash and garbage classification processing techniques behind other issues. For the reasons behind these problems, such as the degree of government paid insufficient attention to a single governance body, unclear lines of responsibility, lack of long-term mechanism, lack of initiative spirit of innovation and long-term awareness, etc. In this paper, the theory of governance Gerry Stoker, gives treatment of Solid Domestic Waste a county feasible countermeasures in rural areas, namely: to promote the multi-body joint participation in governance, strengthening the institutional constraints of rural environmental protection, increase the application of waste resources and technology, and ultimately the formation of autonomous self-government in rural areas of solid garbage mode.
