Research On Implementation Deviation Of Rural Environmental Governance Policy Of Township Government

Since the 18 th National Congress of the CPA,General Secretary Xi Jinping has been paying attention to the governance and protection of China’s ecological environment,and has also proposed the concept of environmental innovation an d development that "Jinshan Yinshan is not as good as green water and green mountains".The Chinese government pays more attention to the development of t he rural economy,but it ignores the governance of the rural environment.Rural environmental governance has always been an area where the Chinese governme nt has not played its environmental governance function well.The implementation of rural environmental governance policies is not an easy task.During the specific implementation of policies,policies are subject to various subjective and objective conditions and deviations in policy implementation occur,which invalidates policy objectives.How to implement policies better and faster and avoid The occurrence of deviations in policy implementation is an issue that the government urgently needs to pay attention to.The improvement of the rural environment also plays an important role in achieving the strategic goals of China’s rural revitalization.Therefore,it is very necessary to conduct research on the issue of deviations in the implementation of rural environmental governance policies in our country,so that the strategic goals of our country’s rural revitalization can be completed with high quality on schedule.Town G of Suiyang District,Henan Province is not highly economical,and the rural environmental problems are more serious.The government of Town G has more problems in implementing rural environmental governance policies.This article takes the implementation of the rural environmental governance policy of the G town government as a case,and through field research,indepth understanding of the implementation of the rural environmental governance policy of the G town government,with a view to proposing corrective measures to improve the deviation of the G town government policy implementation.Based on the Mitt-Horn policy implementation model,the article understands the status and process of the implementation of the rural environmental governance policy of the G town government.On this basis,analyze the deviations existing in the implementation of rural environmental governance policies by the G town government,namely: short-term execution,symbolic execution,evasive execution,and selective execution.The analysis of the questionnaire data shows that the deviation has caused harm to the G town government,and discusses the causes of the execution deviation from the four aspects of the execution subject,the target group,the policy itself,and the execution environment.Finally,after literature review and analysis of questionnaire data,according to the reasons for the implementation deviation mentioned above,from the perspective of the implementation subject,the policy itself,the target group,and the correction mechanism,the correction ofthe implementation deviation of the G town government’s rural environmental governance policy is proposed.Measures,namely: improve the incentive mechanism for talent introduction in government departments,regularly carry out villagelevel cadre learning and training,strengthen inter-department cooperation,refine policies,improve supporting measures,and build a supervision system,etc.,with a view to promoting the goal of the G town government’s rural environmental governance policy goals achieve.
