In the past,the extensive environmental problems caused by economic growth have become the focus of the government and the public,and environmental regulation as a means of settlement has naturally become the focus of attention.However,due to China's vast territory,the degree of development of different regions,environmental regulatory policies in different regions of the effect of the implementation of a significant inconsistency.Therefore,it is the topic of this paper that how the efficiency of environmental regulation differs between different regions and what factors affect the efficiency of environmental regulation.In this paper,the regulation process of China's environmental regulation is sorted out,and the regulation process of China is divided into three stages: starting,strengthening and deepening.This paper makes a descriptive analysis on the spatial difference of environmental regulation intensity in China and a visualization analysis based on GIS method.The conclusion is that there are regional differences in environmental regulation,which paves the way for "why to analyze the spatial difference of environmental regulation efficiency".Secondly,on the basis of constructing the index system of environmental regulation efficiency evaluation,the environmental regulation efficiency value of the three regions in 2001-2014 was obtained by using the Malmquist index model based on DEA model.It was found that the efficiency of environmental regulation in eastern region and central region Higher than the western region,and the eastern part of the environmental regulation efficiency is slightly higher than the central conclusion.Third,the Theil index is used to analyze the differences of environmental regulation efficiency,regional differences and interregional differences.The results show that there are the most significant differences among regions in terms of the efficiency of environmental regulation in the western region,followed by the central region and the eastern region.The difference between the eastern region and the western region is the largest,and the difference between the eastern region and the central region is the smallest,and the difference between the central region and the western region is at the intermediate level.Through the Kernel Kernel density estimation method,it is found that the efficiency of environmental regulation in the eastern region is increasing.The efficiency of environmental regulation in the central region is the polarization of the environment.In the western region,Although there is a tendency of centralized distribution of efficiency,there are great differences in the efficiency of regulatory efficiency in the region.The results show that the level of FDI,the level of economic development,the years of education per capita,the level of marketization are positively correlated with the efficiency of environmental regulation.The urbanization level,industrial structure and energy intensity estimation coefficient are obtained from the dynamic panel model system GMM method.And negative correlation with environmental regulation efficiency.Finally,according to the above analysis,some suggestions are put forward: standardizing foreign investment,optimizing the structure of foreign capital utilization;formulating and implementing differentiated environmental regulation policies to eliminate "one size fits all";optimizing the industrial structure and creating rational economic development layout;Increase the popularity of education,enhance the quality of national culture;continue to deepen reform,promote economic growth.
